U.S. Army Corps of Engineers is Hiring a STATISTICIAN Near Pittsburgh, PA

Duties

  • Perform statistical analysis, interpretation and presentation of project, resourcing, schedule and financial data.
  • Serve as a statistical consultant providing professional and technical guidance to teams and special projects, both within and outside the District and Division.
  • Provide data-oriented recommendations for areas of data requirements, data security, and data analysis.
  • Serves as the Districts point of contact for data systems.
  • Determine validity and reliability of data, data sources, and analyses.
  • Develop and execute the District's workload to workforce program to include scope, objectives, method, products and completion schedule.
  • Perform independent analysis, development, and interpretation of statistical findings.
  • Identify statistically important problem areas for in-depth analysis.
  • Improve data analysis efficiency by modifying existing methods or creating new procedures.
  • Present results as required in tables, charts, descriptive narratives., letter reports, technical reports and briefings.
  • Provide guidance on the interpretation of relevant policies, procedures, and rules.

In order to qualify, you must meet the EDUCATION and EXPERIENCE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education required for Statistics Series 1530:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Specialized Experience required for GS-12: One year of specialized experience which includes:1) Using statistical software packages and computer database tools to analyze factual data, identify significant factors, relationships, and trends for a specific program. (i.e., project, resource or financial management). 2) Developing or maintaining statistical analysis tools to simplify data collection (i.e. research models, studies, surveys or questionnaires). 3) Preparing statistical analysis reports to summarize findings. 4) Providing statistical analysis guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
