Position Description
Performs highly advanced (senior-level) federal funding oversight, transportation programming and analysis work. Oversees projects/grants/programs/lettings to include application, approval, monitoring, audits, investigations, and authorizing funding. Work involves administering project programming and scheduling processes and systems; reviewing, analyzing, and evaluating project funding data; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statutes, legislation, laws and/or policies. Communicates effectively to TxDOT districts, divisions and Federal Highway Administrations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Supervise the work of others.
Essential Duties:
Serves as a lead worker; assign and/or delegate work of others, ensure staff deliverables are accurately compiled, reviewed, and submitted within established deadlines.
Manage and oversee the obligation of the agency's annual federal-aid funding (exceeding $5 billion), ensure the full utilization of federal obligation authority and coordinate annual August Redistribution request.
Monitor/advise leadership and key stakeholders of potential lapse of federal-aid funding.
Oversee monthly Federal Project Authorization process; review Advance Funding Agreement (AFAs), confirm funding eligibility, perform quality assurance of Federal Project Authorization and Agreements (FPAA) and coordinate FPAA submission and authorization by Federal Highway Administration (FHWA).
Oversees the advertisement of construction & maintenance projects in the centralized advertisement program, in accordance with state and federal requirements; ensure all advertisements are accurately posted and meet the 21-day advertisement requirement.
Develops, implements, and oversees procedures to ensures compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs.
Coordinate with Federal Highway Administration (FHWA), TxDOT division/district offices and external entities as appropriate, in response to questions, data requests, audits, workgroups, etc.
Prepares and analyzes advanced applications and prepares and makes recommendations on program funding; reviews and recommends contracts/grants/projects/programs/lettings.
Serve as a project leader. Coordinates project activities to support implementation of agency initiatives and the implementation of new, and/or revised legislation; and system updates in response to FHWA system changes & enhancements.
Present staff and operational updates to the branch manager/section director; providing input on team members' career conversations; and approve leave requests to ensure operations coverage.
Serves as liaison and contact in area(s) of expertise.
Trains department employees and/or others in program implementation.
Performs other job duties as assigned
Minimum Qualifications:
Education: Bachelor's Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Undergraduate and/or advanced degree are highly preferred.
Experience: 5 years experience in funding administration, planning, budgeting or working with state or federal funding. Related graduate level education may be substituted for experience on a year per year basis.
Highly Preferred Qualifications:
Advanced knowledge of federal aid programs
One (1) year of supervisory experience

Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Standing-prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
