Position Title: Accounting Analyst I/Accounting Analyst II
Agency: Tuolumne Me-Wuk Tribal Council
Supervisor: Controller
Salary Classification: TTC Salary Schedule, N14-15

Position Summary: Under the direction of the Controller, responsibilities of the Accounting Analyst I/II will include, but are not limited to: bank reconciliation, grant reporting and payment processing, cash management, project accounting and reporting and periodic and ad hoc reporting and analysis.
Duties and Responsibilities:

1. Properly record, account for and report on:
   1. Bank transfers
   2. Incoming ACH (direct deposit) transactions
   3. Sweep account transactions
   4. Other banking transactions
2. Must be able to prepare and file (both manually and electronically):
   1. Federal grant reporting documents
   2. Banking reports
   3. Other Federal, State, Regional and Local documents and reports
3. Develop and maintain procedures for the proper operation of:
   1. Grant reporting
   2. Project accounting
   3. Medical & Benefit Internal Billing
   4. Banking and cash management
4. Analyze, reconcile and report on a variety of accounting transactions including:
   1. Income and Expense Statements, Balance Sheet & Subsidiary Ledgers
   2. Banking and cash management transactions
   3. Budget vs. actual comparisons
   4. General accounting transactions
   5. Other transactions and analysis as requested
5. Maintain proper project and grant filing systems (electronic and paper filing), including correspondence and troubleshooting with software vendors and internal IT staff.
6. Prepare for and participate in the units annual financial statement examination
7. Prepare for and participate in the units audits and examinations by other entities (taxation, regulatory, grant compliance, etc.)

Qualifications
Qualifications:

1. Strong excel and analytical skills with some college level coursework or a bachelors degree in accounting or equivalent training and work experience
2. Experience with medium size fund accounting systems
3. Knowledge of generally accepted accounting principles and practices
4. Knowledge of federally sponsored program regulation (including, but not limited to Circular A-87 Cost Principles For State, Local, and Indian Governments and A- 133 Audits of States, Local Governments, And Non-Profit Organizations)
5. Strong personal computer skills, especially all Microsoft Office application, particularly Word and Excel
6. Strong communication skills, both verbal and written
7. Strong report writing skills
8. Experience working in an Indian Tribal environment
9. Preferred experience with Fund ware, Spring brook or an equivalent fund financial accounting systems
10. Preferred auditing experience, either internal auditing or public accounting firm audit staff
11. Must possess a valid California drivers license and comply with the requirements of the Tribes driving policy and insurance requirements.

Physical Requirements:
This position is deemed a level 1 and requires walking, standing and sitting for prolonged periods of time; climbing stairs, stooping, kneeling, crouching and reaching; pushing, pulling and lifting up to 20 pounds; raising objects overhead; manual dexterity for operation of computer, phones and small office machines; hearing, talking, and good verbal and written communication skills; repetitive motions o the wrists, hands and fingers.

Preference in filling vacancies may be given to qualified Tuolumne Me-Wuk Community Council Members and then to enrolled Native Americans of any federally recognized tribe.
