Tunabear is Hiring a Project Manager Near Albany, NY

  • Contract Type: C2C
  • Contract Length: 2 years (with the option for extension)
  • Project Start date: January 2024
  • Work Location: Remote
  • Not open to visa holders including but not limited to TN, H4, H1B, EAD, etc.

  • Important: All consultants will need to complete a Skills Sheet and a Reference Form without an exception
Background
The PM roles primary focus will be on risk and issue management and project schedule management. In addition to this, these roles will be assisting Senior PMs and completing tasks for one or more workstreams within the portfolio.
Minimum Qualifications
The PM must meet the following Technology, Digital and Data Consulting Master Service Agreement (TDDC MSA) mandatory qualifications:
*
A minimum of five (5) years of broad, extensive and increasingly responsible PM project experience applying project management principles, methods, techniques, and tools.
*
At least three (3) years of that experience must have been in a lead capacity.
*
Possession of a *Bachelor’s degree. Four years of experience, in addition to the years required above, may be substituted for the required education on a year-for-year basis.
*
A valid *Project Management Professional (PMP) certification issued by the Project Management Institute (PMI).
*
The PM must also meet the following mandatory qualifications:
*
A minimum of one (1) year of experience as a PM implementing an IT project for a federal, state or local entity.
*
A minimum of five (5) years of experience leading and facilitating team meetings.
*
A minimum of five (5) years of experience with schedule management and Microsoft (MS) Project.
*
A minimum of one (1) year experience with user administration and document organization in a Microsoft Teams Project site.
*
A minimum of two (2) years of experience with user administration and document organization in a SharePoint Project site.
*
A minimum of two (2) years of experience on a single IT project evaluating, analyzing and compiling multiple vendors' schedules into one single schedule.
*
A minimum of four (4) years of experience managing risk and issues on IT projects and developing risk management plans and processes.
*
A minimum of two (2) years of experience creating high-level schedule presentations for executive staff.
*
A minimum of one (1) year of experience leading Agile ceremonies using Agile tools, e.g., JIRA or equivalent technologies.
Desirable qualifications
*
Possession of a *Master’s degree.
*
Two (2) or more years of experience managing an MS Project Schedule using Agile SCRUM Project Management Methodologies to IT projects.
*
Two (2) or more years experience as the Risk Manager for a business systems modernization effort.
  • Contractor must provide copies of certifications listed above.
High Level Roles and Responsibilities
Project Risk Management
  • Maintain and update the portfolio risk management process and the Risk Register containing the risk details.
  • Ensure the risks managed by this plan are organized, communicated, and controlled.
  • Ensure that risks are identified.
  • Monitor Risk Register and ensure mitigation tasks are scheduled and tracked.
  • Obtain status from risk owners on mitigation progress.
  • Manage and update risks as outlined in the Risk/Issue Management Plan.
  • Develop high-level reports and presentations related to risk management for Executive Steering Committee (ESC), stakeholders and/or oversight entities.
Project Management Artifacts
  • Update schedule management plans.
  • Create and update project reports, and Project Management Plan throughout the project lifecycle.
  • Estimating activity resources.
  • Assist Senior Project Manager with any project management activities.
Project Schedule Development
  • Develop and maintain an integrated project plan.
  • Consult with project managers, technical experts, and functional business managers to set up and maintain the project schedule including:
  • Task identification:
  • Task durations
  • Task sequences
  • Inter-relationships (dependencies)
  • Work effort estimates, load-balance
  • Allocate and load- balance resource assignments
  • Standards for maintaining and reporting schedule information
  • Agile activities within the project schedule
  • Baseline the schedule and maintain the current MS Project schedule
Project Schedule Monitoring and Maintenance
  • Using the critical path method for schedule control, review the project schedule as needed to ensure the critical path is maintained.
  • Review and monitor the project activities per the Schedule Management Plan.
  • Manage critical activities and deadlines identified on the project schedule.
  • Identify potential project schedule delays and facilitate intervention.
  • Evaluate the performance of each activity.
  • Recommend actions to keep the project within schedule and within timeframes.
  • Adjust project schedule and task sequencing as needed, based on agile activities and Minimum Viable Product (MVP) prioritization.
  • Rebaseline the schedule as needed.
Project Schedule Communication and Reporting
  • Communicate project schedule with stakeholders.
  • Provide resource task lists, work packages, and sponsor project reports as needed.
  • Keep stakeholders and oversight entities informed of project timelines and deadlines.
  • Document project scheduling processes and maintain plans and records.
  • Develop dashboard and/or high-level timeline reports.
  • Assist in schedule estimations based on hypothetical scenarios.
Project Schedule Quality Analysis
  • Analyze and monitor Contractor's staff schedules to ensure project schedule quality across missing assignments, unrealistic timelines, or inaccurate data.
Budget Change Proposal
  • Assist with drafting and revising BCP and supporting documents in alignment with PAL and DOF documentation.
