Job Description:
DOH Program license, registration, certificate and permit applications are entirely paper-based, including payment method. The eLicensing project will implement a front-end web portal with a new administrative console application integration. The public facing portal will allow application submission, electronic payment, and application status review with integration to the administration console back-end system for processing.
Daily Tasks will include but not be limited to the following:
1. Develop and maintain a project management plan that effectively addresses integration, scope, schedule, cost, quality, risks, human resources, communication, procurements, and all other aspects of effective project management
2. Utilize project management software and application lifecycle management software such as MS Project and Visual Studio
3. Facilitate meetings, schedule events, and oversee the completion, review, and acceptance of project deliverables
4. Direct and manage project execution, perform change control, and perform monitoring and control for projects
5. Coordinate and participate in procurement activities
6. Prepare status reports, and other summary, project, and project portfolio reports as required or requested
7. Develop or coordinate the development of documents and responses as requested for state and federal approvals
8. monitor, track, and address issues
9. Facilitate communication
10. Provide guidance to project leads in areas such as project management best practices, facilitation, project planning, quality assurance and quality control best practices, process improvement best practices, etc.
11. Facilitate the development of high functioning project teams

Skill Matrix:

• 84 Months Demonstrated work experience acting as a project manager for complex application development projects throughout the entire Software Development Life Cycle (SDLC),
• 84 Months Demonstrated work experience managing infrastructure IT projects including all project phases: project origination, initiation, planning, execution, monitoring, and closeout.
• 84 Months of experience in facilitating and managing communication across both technical and non-technical stakeholder groups including executive-level sponsors.
• 84 Months Demonstrated work experience using project management tools, MS Project in documenting all phases of a project, work breakdown structure, risks, issues, execution/implementation, quality control and project closeout.
• 84 Months Demonstrated work experience in business process analysis and related documentation, including requirements gathering, use case documentation, workflow diagramming.
• 24 Months Demonstrated work experience working in the Public Sector on projects utilizing sensitive data, within the Health Care industry where HIPAA and Protected Health Information (PHI) regulations exist. 
• Project Management Professional (PMP) Certification
