Job Description:

The COVID-19 pandemic has disproportionately affected Pennsylvania’s underserved communities, with individuals at higher risk due to underlying conditions such as obesity, diabetes, heart disease, chronic kidney disease and asthma, just to name a few. According to the Centers for Disease Control and Prevention [CDC], “long-standing systemic health and social inequities have put some members of racial and ethnic minority groups at increased risk of getting COVID-19 or experiencing severe illness, regardless of age.”

The Public Health Program Administrator will manage the work of contracted staff (Outreach and Training Coordinators, heretofore “Coordinators”) who work with stakeholders to implement cross-sectoral partnerships to align public health, healthcare, and non-health (e.g., housing, transportation, social service) interventions to implement State Health Improvement Program strategies within the 59 counties in the Commonwealth without local health departments.

Responsibilities:

Ensure Coordinators understand SHIP goals and strategies.

Institute a regional structure for Coordinators. Convene Coordinators on a weekly basis to provide resources, best practices, and direction across all the vulnerable communities to increase collaboration and activity.

Ensure there is alignment of initiatives with other Commonwealth agency regional staff efforts, Regional Accountable Health Councils (RAHC), and Health Equity Zones.

Complete progress and performance measure reports on a quarterly basis.

Present data findings, both orally and in writing to health department internal and external partners.

Use the State Health Assessment (SHA) to guide interventions.

Perform other duties as assigned.

Required Skills:

A master’s degree or two years of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance.

• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to effectively speak publicly.

Preferred Experience:

Bachelor’s Degree required (master’s degree preferred) and two years of professional experience.
