Tuknik Government Services currently has an opening for a Business Analyst who will serve in a Lead Chief of Staff Support role for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer (CDAO). Under the direction of the government, the candidate will provide acquisition, contracting, programmatic, and managerial support across the Digital Talent Management Office.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
- Provide acquisition and contracting support to the Digital Talent Management Office to execute mission requirements in accordance with CDAO, DoD, and Federal policies.
- This includes drafting SOWs and PWSs
- Translating acquisition speak to plain English.
- Serving as a liaison between the executive and contractors.
- Assist the executive in oversight of contractor actions and performance.
- Conducts comprehensive market research to identify potential acquisition targets, assessing emerging trends and competition opportunities.
- Leads and coordinates due diligence efforts, prepare acquisition and contracting strategies, and collaborating with cross-functional teams to ensure successful execution.
- In support of the Government Customer, performs cradle-to-grave contracting support.
- Develops cost estimates and schedules in both FAR and non-FAR based actions, with experience in working with FAR, and non-FAR based procurements such as OTA’s.
- Drafts contract documentation to include SOWs, PWSs, acquisition strategies, market research and other customer level pre-award contracting documentation.
- Works with CDAO budget members to align / track funding associated with acquisition packages,
- Supports CDAO Program Management Reviews by aggregating / reporting specific CDAO organization acquisition data.
- Performs other duties as assigned.
Work Experience, Knowledge, Skills & Abilities:
- 7 years of experience, 3 years must be in a substantially similar role within the DoD.
- 3 years of OSD experience is highly preferred.
- Proven experience in DoD acquisitions and contracting and due diligence, must know the Acquisition lifecycle.
- Proven project management experience required.
- Experience as an Action Officer within OSD is highly desired.
- Must know how to produce executive quality products and take ownership of their work products.
- Previous experience in Government contracting and/or technology or AI-related industries is highly desired.
- Expert analytical and critical thinking skills, including the ability to think strategically to identify needs and requirements, and to develop recommendations and solutions.
- Proven ability to work with senior officials in a diverse and fast-paced, multi-task environment, and to manage competing priorities.
- Experience in collaborative writing and engaging multiple stakeholders.
- Experience producing written materials and executive-level briefing documents under tight deadlines.
- Ability to lead projects as needed.
- Extremely detail oriented.
- Proficient working in a dynamic, collaborative environment that may be remote and onsite depending on client needs.
- Ability to work successfully on a team and independently, as well as multitask.
- Strong written and oral communications skills.
- Must be local to the Metropolitan DC area as the requirement to be on site will be short notice, typically 24 hours or less.
- Bachelor’s Degree in a related field is required.
- To be considered, must have a CURRENT/ACTIVE TOP SECRET security clearance and be upgradable to TOP SECRET/SCI.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
