The Chief Estimator is the primary member of the estimating team who has overall responsibility for estimates, proposals, and initial construction schedules for estimating and final proposals on behalf of Triton Marine. The Chief Estimator is responsible for the estimating process for all projects bid and awarded within the company, and will establish standardized procedures, methods and processes for estimating and training estimating resources in the use of the same.
Manages and coordinates the people, software and other resources used to perform the estimating functions. Projects range from fully defined (conventional “Bid-Build” Projects) to conceptual (alternative procurement such as “Design-Build” Projects).
In addition to the Chief Estimator duties, the position could include participation in Triton’s leadership team, involved in strategic outlook and growth for the company, including development of key partnership with peer companies, clients, and vendors in support of Triton’s growth and sustainability objectives.
ESSENTIAL FUNCTIONS
- Consistent review of new potential job opportunities through Company sources.
- Assigns responsibilities for estimating team on each project.
- Reviews project plans and specifications and coordinates with the team to confirm complete scope.
- Identifies conflicts in the plans and specifications and generates and submits prebid clarifications and questions.
- Identify risk issues and their order of magnitude.
- Solicit subcontractor and/or supplier information and pricing.
- Pursues small businesses participation in support of Company’s small business plan.
- Prepares instructions to bidders, bid form and other bid solicitation information as required.
- Performs and/or manages the quantity survey and pricing effort for internal budgets.
- Reviews and/or manages the review and scoping of specialty contractor bids.
- Coordinates technical proposal requirements with Business Development group.
- Reviews constructability issues with operational staff.
- Maintains and communicates data on construction and material cost trends affecting project costs.
- Analyze alternate means and methods to determine the most economic alternative.
- Take lead role in development of Unit Pricing and Lump Sum proposals.
- Assist project personnel on successful proposals as follows:
- Participate in the transfer of information and estimating strategy to project team.
- Provide clear and concise scope of work to project team.
- Export and assist in preparation of project budgets and schedules.
- Assist in the preparation and review of work plans as requested, including:
- Participate in periodic reviews and visits to projects as appropriate.
- Assist in pricing of change impacts as required during project execution.
- Build and develop effective relationships with customers, design team, specialty contractors, suppliers.
- Assist company with strategies for market capture, competitive advantage, and positioning on critical infrastructure projects in the short and long term.
- Actively participates in industry, client and community relations to enhance company image.
REQUIRED QUALIFICATIONS
- Proficiency in computer software programs used in estimating with particular emphasis on HCSS estimating software
- Possess strong mathematical and computer skills, including Microsoft TEAMS
- Proficiency with all MS Office products (Word, Excel, Access, PowerPoint) and Bluebeam.
- Expertise in one or more areas of heavy civil and/or marine construction and general understanding of most disciplines of construction work.
- Experience with estimating projects with values of $500k-$50M
- Ability to breakdown construction operations into a logical sequence of activities
- Ability to work in a team environment.
- Ability to professionally communicate the basis for individual work product when in a highly stressed environment.
- Must be able to meet deadlines and put in the time needed to get the bid/proposal in on time by establishing milestones for subcontractor estimates and internal bid reviews.
- Effective oral and written communication skills.
- Strong technical writing skills
- Must be willing to travel occasionally (up to a few days a month).

- Should demonstrate curiosity and self-teaching capacity.
- Ability to mentor and manage team of Project Managers to participate in estimating efforts.
EDUCATION and EXPERIENCE
- Bachelor’s Degree in Civil Engineering, Construction Management, Administration, or equivalent related work experience.
- Minimum of 10 or more years estimating or project experience on heavy civil and/or marine projects.
PREFERRED ADDITIONAL QUALIFICATIONS
- Professional Engineering license
- Familiarity in Primavera P6 scheduling
- Familiarity with government contracting, specifically Department of Defense
- Capacity to obtain RME/QI qualifications for contractors’ licensing for Washington and Hawaii
- Desire to participate in short and long term company growth strategies
- Desire for professional development within a small company executing large and critical infrastructure projects
SALARY RANGE and BENEFITS
$150,000 - $175,000
