POSITION SUMMARY
This position may be used in several work units by performing a variety of engineering support tasks that support TRA Mission to its customer cities. With guidance and oversight this individual will perform technical design, data management, analysis, and coordination tasks with water supply, and water/wastewater treatment plant facilities to ensure that the most accurate data is used in engineering analysis and design. This individual may also coordinate with internal and external customers, prepare written/verbal technical documentation for the Professional Engineer for review.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Engineer in Training: Hydraulics:

This position supports the Technical Services & Basin Planning (TSBP) Department by performing data management, analysis, and coordination tasks to ensure that the most accurate data is used in the hydraulic analysis. Under the guidance and oversight of the TSBP Hydraulics Management, this individual will perform basic modeling tasks, maintain the model GIS databases, coordinate with internal and external customers, prepare written/verbal technical documentation to the hydraulic engineer for review.

1. Expected to perform task-oriented or limited portions of a broader assignment, demonstrate problem-solving techniques, and apply standard engineering practices.

2. With guidance and direction analyze and assess detailed engineering problems and assess various “what-if” scenarios, complete various planning, population, and data trending/forecasting tasks.

3. Possess problem-solving, investigation, and analysis skills.

4. Ability to learn and apply engineering software related to water/wastewater hydraulic modeling and planning duties (Infoworks ICM, Info Water, Infomaster GIS).

5. Coordinates with internal and external engineers to gather relevant data for modeling efforts.

6. Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.

Engineer in Training: Technical Support

This position is responsible for supervising the technical direction, surveillance, inspection and repair activities of the collection system. Responsible for developing points of entry and permits for management review. This employee will review and interpret construction plans, specifications, and engineering reports, and perform drafting and surveying tasks.

1. Reviews construction plans for proposed points of entry and permits affecting the Project’s collection system and develops recommendations for management approval.

2. Evaluates collection system conditions and makes recommendations for additional analysis and/or repair from the review of inspection reports, logs, and internal visual recordings.

3. Prepares work orders to the collection system inspectors and repair crews, along with the associated supervision and evaluation of work performed.

4. Investigates complaints or reports received regarding the collection system from outside agencies, individuals, and other sources.

5. Reviews proposed plans and specifications for the collection system and recommends any additional requirements or changes.

6. Liaison between Authority and construction contractors, inspectors, and customer cities during the design and construction of water/wastewater facilities.

7. Ensures quality and efficient performance and assists as needed in preparing technical plans, maps, exhibits, reports, and special drafting projects for the Project and others as required.

8. Performs routine inspection of new facilities being installed to ensure construction compliance with the project’s plans and specs.

9. Represents Collection System Group of manufacturing site inspections of meters, valves, pumps, etc. are required.

10. Performs the duties of the Technical Services Engineer/Collections System as required.

11. Observes and ensures proper safety procedures are followed.

12. May indirectly lead exempt and non-exempt employees to include training and scheduling.

Engineer in Training: Design

This position will report to the Manager, Design Services. You should be able to evaluate, select, specify, and engineer systems or products for a project. You will perform a variety of tasks, which may include calculations and fieldwork. A civil engineer will assist more senior engineers/designers by performing the routine aspects of civil engineering assignments and may assist in the analysis of proposed projects. Participate in fulfillment of TRA's strategic goals.

1. Performs civil engineering design tasks on assigned projects, which may include engineering drawings, hydraulic system calculations, pipe design calculations, engineering reports, design criteria, and prepares required applications for regulatory agencies. 

2. Understands conveyance system construction elements and prepare designs that include defining work area limits. 

3. Designs water and wastewater treatment facilities.

4. Recognizes when technical problems are developing and initiates appropriate corrective actions. 

5. Prepares hydraulic system calculations, pipe design calculations and creates basic reports and design criteria for projects. 

6. Prepares conveyance system plan and profile drawings and details. 

7. Utilizes relevant software programs to prepare exhibits and more complex design drawings. 

8. Monitors own work and that of any project team member they are training to ensure budgets and schedules are being met. 

9. Assists in the preparation of engineering project proposals, change orders, client contact, and communication pertaining to specific projects. 

10. Understands and uses industry standards and manuals (i.e. ASTM, AWWA, ACPA, etc.) as well as client and regulatory agencies' standards and requirements to prepare compliant designs. 

11. Reviews contract documents for construction (i.e. engineering drawings and specifications) and applies them. 

12. Understands impacts and constraints due to environmental and permitting requirements. 

13. Supports the civil team in providing services during construction that can include submittal reviews, responses to requests for information, and contract document clarifications.

Engineer in Training: Engineer Plant I

The position involves professional-level engineering work in the operations and maintenance function of water and wastewater treatment plant facilities. Ensures current maintenance and operation procedures are adequate for the implementation of asset management programs or improvements to existing programs and infrastructures. Assists in the long-range planning for facilities development.

1. Evaluates and audits systems to ensure relevant asset maintenance data is collected and maintained.

2. Assists operations and maintenance treatment plant staff with creating and implementing work plans for O&M projects. 

3. Designs modifications to existing facilities and treatment systems.

4. Develops specifications for equipment purchases. 

5. Assists in monitoring regulatory updates and long-range needs and planning for facilities.

6. Coordinates with the Authority’s departs regarding the operation, maintenance, engineering, and professional engineering, regarding design and construction administration for engineering projects (studies, design, construction).

7. Coordinates communication between plant facility staff, Northern Region, PDCA, and Hydraulic staff, and consultant engineers. 

8. Develops and reviews plans and specifications for designated treatment plant improvements. 

9. Collects GPS information for in-house record documents, and assists with development and maintenance of site GIS map. 

10. Maintains and distributes project and asset record documents including record drawings and O&Ms. Works directly with operations and maintenance to ensure efficient and effective treatment facility operations.

11. Assists the facility Manager with budget forecasting and preparation. 

12. May assist with the management of data for specific process systems.

SUPERVISORY RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.

QUALIFICATIONS
EDUCATION
Bachelor’s degree in civil or environmental engineering, or related field.
EXPERIENCE
Three years of experience in a relevant field preferred
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a Texas EIT certificate. Valid Texas Driver’s License. 
KNOWLEDGE
Must possess knowledge of hydraulics, basic hydraulic modeling, GIS systems, and in-pipe dynamics. Proficiency in standard office software products (Word, Excel, PowerPoint, etc).
SKILLS AND ABILITIES
Ability to communicate with internal and external customers, perform basic engineering tasks, and solve problems. Oral and written communication, and collaboration skills.
GUIDANCE RECEIVED
Receives general direction about results to be attained. -Requires judgment to determine which methods apply and what data/information should be considered. The position must think through how issues can be addressed within existing policies and procedures and may assist others with more complex work methods and problems.
WORKING CONDITIONS
Most duties are carried out in an office environment. Some fieldwork is required. Working conditions include exposure to weather, odor, chemical hazards, gasses, and dust.
