Tri-County CAP is looking for a dynamic individual to lead our Economic Supports Department at Tri-County CAP! This is a unique opportunity to oversee and drive the success of various programs like Transit, Guardianship Services, RSVP, and Workforce Development build out, ensuring they align with our mission.. As the leader of this department, you'll be responsible for managing personnel, programs, and projects while ensuring compliance with all applicable regulations and standards, including overseeing budgets and grants to achieve strategic goals. With a focus on program improvement and fiscal performance, you'll play a vital role in achieving our strategic goals outlined in the Tri-County CAP strategic plan.

Role:

To ensure the effective and efficient operation of the Economic Supports programs at TCCAP. Performs and monitors functions involving the department, including management and supervision of these programs, and employees. Areas include Operations, compliance, supervision, discipline, evaluation, interviewing and recommendation of hiring and promotions in order to carry out the mission of TCCAP

Essential Functions & Responsibilities:

20% Is directly responsible for the supervision and operation of all personnel, programs and projects under the Economic Stability Department; including Transit, Guardianship Services, RSVP, and the Work Force Development Programs build-out

5% Has responsibility for recruitment, hiring, training, supervision, evaluation, and discharging of program personnel. Provides mediation and resolution support for staff conflict and employee complaints.

25% Responsible for general oversight of Programs within the Department, allocation of resources, revenues, expenditures and budget performance. Develop program budgets with Program Directors. Monitor budget performance and take corrective action, as necessary, in order to meet program fiscal goals.

15% Oversee, write and manage grants and financial resources to support Department Programs. Supervise grant reports and financial statement preparation for funders and for TCCAP Admin systems, ensuring that applications are complete, correct, all deadlines are met, and that programs are in compliance with all contracts, applicable state and federal laws, and program specific standards for service delivery.

10% Develop and implement strategies for improving program deliverables and program fiscal performance. Ensure that programs meet or exceed their strategic goals as defined in the TCCAP strategic plan

5% Develop program fundraising and marketing strategies, encourage and facilitate program collaboration and cooperation with community members and other stakeholders, and cultivate a positive public perception of Department services and TCCAP as a whole

10% Provide regular supervision to Program Directors that includes joint review of program fiscal reports and budget performance. Ensure that communications from TCCAP Admin systems are received, understood, and executed by Program Directors, as appropriate.

5% Represent programs in the Department through participation in state and local initiatives relative to program/division goals for service delivery and is consistent with furthering the mission of the Department, and TCCAP as a whole.

5% Other duties as assigned by the Senior Management Team or the CPO.

6. Is able to effectively communicate and to influence others in order to meet organizational goals; shares information appropriately; relates well to all kinds of people; is able to speak well and write effectively and communicate ideas.

7. Uses diplomacy and tact to maintain harmonious and effective work relationships with co-workers, staff, and constituents; fosters public trust and staff confidence; shares information and resources with others to promote positive and collaborative work relationships; supports diversity initiatives by demonstrating respect for all individuals.

8. Ensure all employees have a mid-year evaluation and a end of year evaluation

Knowledge and Skills:

  • Experience: Five years to eight years of similar or related experience.
  • Education (1) A college degree in a non-technical discipline (e.g., BBA, BA, or BFA), or (2) achievement of journeyman status in a recognized trade, (3) achievement of formal certifications recognized in industry as equivalent to a bachelor's degree, or (4) in-depth industry and job specific technical skills acquired through a combination of formal instruction and on-the-job training.
  • Interpersonal Skills: Work frequently involves exercising advanced conflict resolution, giving material presentations, and resolving issues impacting multiple departments or divisions. Role also requires the ability to motivate or influence others as a material part of the role, with a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the role and a high level of interpersonal skills is critical to the success of this position.

Pay: $60,000.00 - $70,000.00 per year
