Regional Local Projects Liaison on numerous smaller projects such as bridge maintenance and paving which do not involve ROW acquisition, significant environmental impacts or complex designs; perform and cross-train in miscellaneous duties within the Local Projects Unit and the Regional Planning and Program Management Office.
1. As a Regional Local Projects Liaison, conduct project management of local surface transportation projects in coordination with project sponsors, in conformance with the Local Projects Manual, Federal Highway Administration guidance and regulations, and Local Programs Bureau guidance on State aid projects, in the areas of initiation, State-Local Agreements (SLAs), consultant selection and management, preliminary design, environmental determinations, public outreach, right-of-way, final design, letting and award, construction, contract administration, reimbursements, civil rights, and close-out;
2. Review capital projects at major project development milestones to ensure compliance with State and federal guidelines, determine eligibility for funding, and process financial information to authorize funds and ensure timely payments; monitor the impact of project changes for their effect on expenditures, advise project staff and managers about problems, and recommend project or program revisions; evaluate project cost information to prepare requests for capital funding; manage project costs and schedules on the Capital Program in coordination with local project sponsors;
3. Use the following software and systems on a regular basis: OPPM, SFS, P6, FMIS, EBO, BDIS, GIS, eSTIP, Appia, OBIEE, Webex, and MS Office including Outlook, Teams, Word, Excel, PowerPoint, and Access;
4. Proactively coordinate and communicate within the Department, and with outside agencies, local officials, consultants, contractors, the public, and interested parties; participate in developing and delivering training for sponsors;
5. Cross-train in the Consolidated Local Street and Highway Improvement Program (CHIPS), Local Highway Inventory (LHI), State-Local Agreement processing, and administration of Emergency Relief and Rail programs;
6. Perform or participate in administrative functions as needed, including broader program/project management, and reporting requests or other special projects from Regional and Main Office management;
7. Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
