The HR/Payroll Administrator acts as a business partner by implementing Company HR strategy and by providing HR guidance, tools and support to local management teams on a daily basis. This position will assist the HR Director in representing the overall HR function with the highest level of integrity at all times sharing the Company’s vision and operating principals. Under moderate supervision the HR/Payroll Administrator, performs various clerical payroll andaccounting tasks such as processing bi-weekly payrolls, entering payroll data into ADP, verifying the accuracy of figures and computations and balancing and reconciling accounts. The HR/Payroll Admin screens timecards for calculating, coding, or other errors. They compute pay by subtracting allotments, including Federal and State taxes and contributions to retirement, insurance, andsavings plans, from gross earnings. In addition, this person is responsible for informing managers and other employees about procedural changes in payroll policies.

Responsibilities

1. Responsible for interpretation, and implementation of policies, procedures, laws, standards and government regulations to all employees.2. Proactively monitors all processes and policies to ensure compliance with all functional state and federal regulations, rules and laws, e.g., Title VII, ADA, EEO, Affirmative Action, etc. Keep abreast of updated federal and state employment laws and regulations.3. Provides guidance and direction and acts as a department liaison regarding various issues for management.4. Ensures that staffing levels are maintained. This includes staffing plans, overseeing hiring campaigns, post positions in iCIMS, screening candidates and hiring employees, conducting orientations, retention, etc. (e.g., utilizes HRIS system and iCIMS).5. Provide expert advice and coaching to management and employees where appropriate.6. Maintains personnel files and medical files and routinely audits I-9 documents.7. Responsible for writing offer letters, coordinating workflow, delegating assignments, handling conflict resolutions, maintaining accurate files and timesheets.8. Responsible for entering new hire employees and changes into ADP and VDS.9. Responsible for accurately processing bi-weekly payroll for all employees at the facility.10. Contribute to the business strategy by identifying, prioritize and build organizational capabilities, behaviors, structures, processes.11. Will be responsible for Collective Bargaining Agreement (CBA) interruption and adherence.12. Manage FMLA and other leaves at the facility.13. Handles timely responses to unemployment claims.14. Maintain close contact with Regional HR team/functional departments to work insynchronization with regional needs.15. Other responsibilities as assigned.

Qualifications

  • High School Diploma Bachelor’s degree in Human Resources, Business Administration or related discipline- Preferred
  • 2-4 years experience of HR Generalist experience.
  •  2-4 years heavy recruiting experience.
  • Experience working in a union environment; specifically assisting grievances.
  • Transportation experience helpful.
  • Experience working with and knowledge of federal and state employment laws.
  • Excellent communication and presentation skills with ability to influence people at all levels of the organization, both vertical and horizontal.
  • Proven problem-solving skills.
  • Highly organized and detail oriented with the ability to handle multiple projectssimultaneously while exceeding established goals and objectives.
  • Proficient in ADP and HRIS systems (i.e., entering, running reports, etc.).
  • Trapeze and VDS experience helpful.
  • Able to interact effectively with a variety of internal and external customers in various positions.
  • Proficient in Microsoft Office software, Excel, and Access.

  • 90% of work is accomplished in doors and in air conditioned or well-ventilated facilities.
  • 10% of work is accomplished out of doors.
  • Performs physical activities that require considerable use of the arms and repetitive hand wrist-eye and finger motion, and extensive computer work. Must be able to sit for long periods of time. Limited light lifting, balancing, walking, stooping, bending, and reaching required.
  • May be asked to travel to company functions or for outside training.
