Hiring Range: $67,880.00 - $74,668.00 annually, depending on experience & qualifications. Work Schedule: Generally, 40 hours or more per week; typical schedule is Monday-Friday 8am-5pm, position may involve nights, weekends and holidays as business needs require. NATURE OF WORKAs a member of the Parks, Recreation & Culture Division, individuals in this position perform work in a team-based environment supporting the Division’s mission and vision along with the goals, philosophies, and initiatives of the Aquatics & Operations. The Recreation Supervisor under limited supervision develops, designs, coordinates, and manages a wide variety of aquatic programs, CRC Front Desk staff and facilities regarding the CRC pool for the Town of Windsor. Creates plans and implements approved aquatic programs, defined by the discipline of the position. This position operates and monitors various types of building systems, machinery and tools in a safe, efficient manner and identifies repairs needed for structural, mechanical and electrical operational systems including, but not limited to roof, windows, floors, heating, air conditioning, ventilation, plumbing, electrical lighting and distribution. The position is responsible for procuring facility related goods and services, contract overview, facility project management and assist in budget development and administration. Individuals in the position are required to perform work in a manner consistent with and exemplary of the town’s PRIDE philosophies and the town’s Equal Opportunity Employment policy.SUPERVISION RECEIVEDIndividuals work under the direct supervision of the Operations and Facilities Manager to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.SUPERVISION EXERCISEDIndividuals in this role directly supervise full time, part time and seasonal staff; including but not limited to Aquatic Coordinators, Pool Maintenance Technician, Membership Coordinator and Guest Services Coordinator.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONSThe individual in the Recreation Supervisor role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the town, department, division, and pursuant to laws, regulation and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive: Responsible for the management and supervision of the Community Recreation Centers (CRC) Guest Services, Aquatic, Fitness and Membership divisions. Supervises and/or performs the planning, designing, marketing, administration and delivery of programs and events in aquatics, childcare, memberships and fitness.Assures facilities such as swimming pools, concessions, lake and recreation center are operational, safe and kept up to Town of Windsor standards. Determines appropriate scope of recreation programs through cooperation with other government agencies, schools, museums and not-for-profit organizations.Coordinates recreation activities and events with other town departments/divisions and outside agencies.Assures instructors, coaches, personal trainers, team leaders, etc. possess and maintain necessary qualifications/certifications before they perform duties.Promotes and plans methods of acquiring revenues or growing participation in events for recreation programs and memberships.Prepares and monitors capital improvement budget and annual operating budget for recreation division/program.Manages the expenditure of funds for each program to assure budgeting compliance.Approves/denies overtime and leave requests, and recalls employees to work in emergencies. Represents town and the Parks, Recreation & Culture Division in contacts with program participants, their families., and the public.Handles complaints and settles disputes.Coordinates with outside agencies as needed to share facilities, offers new programs and keeps up with new policy and procedures. Prepares purchase orders, RFPs and invoice requests.Maintains knowledge of state and county health/safety codes, regulations and building codes.Takes precautions to ensure staff and public safety. Ensures compliance with operational and safety procedures for programs, facilities, and equipment.Delivers and trains staff in exceptional customer service by providing a variety of general information to the public regarding programs, questions, complaints and surveys guests as needed.Assists in preparing public information including activity guides, news releases and special announcements.Supervises staff. Responsible for hiring, training, assigning, reviewing and planning work of others. Monitors and communicates performance standards. Corrects employee deficiencies. Coordinates activities. Allocates staff, recommends employee transfers, promotions and salary increases.Monitors staff clock in and out procedures.Analyzes business operations, problems and challenges and recommends changes.Utilizes RecTrac management to include pass membership, membership applications, renewals, automatic clearing house (ACH), terminations, non-sufficient fund (NSF) charges, etc. and the continual analysis of efficient business practices. Develops and implements best management practices policies and procedures as well as ensures compliance with these procedures. Evaluates and enhances current customer service policies. Prepares reports and audits to monitor and improve customer service effectiveness and membership retention. Prioritizes and evaluates work orders, assigns duties, reviews progress and modifies schedules to meet appropriate levels of service to maximize productivity. Supervise and coordinates the operation, maintenance and repairs of town-owned buildings and building systems; develops and manages preventative maintenance and building repair plans and programs. Ensures the completion of daily work progress is input into software program and compiles reports using this input. Inspects and documents all mechanical systems for proper functions, performing routine and preventative maintenance tasks. OTHER DUTIESDepending on organizational need, additional duties may include the following: The Recreation Supervisor position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.Performs research as directed, such as discovering new technology or tools, market research, etc.Performs related duties as established by law/ordinance or reasonably directed by the town. Assists other town departments/divisions, as necessary.Strong knowledge of sustainable building maintenance practices including energy management. Ability to stay abreast of current trends in fitness, aquatic and maintenance processes and products. Knowledge of HVAC, electrical, swimming pools, circulation, boiler and plumbing systems.
