Town Of Morrisville is Hiring a Development Services Coordinator - Planning Near NC, NC

**First review of applications will occur on 4/23.**
Performs responsible administrative support work for the Planning Department. Reviews and audits Planning Department financial transactions and manages development application databases. Performs difficult skilled clerical work assisting with a variety of office and administrative tasks. Employees in this position are distinguished by having considerable independent judgment and require the frequent exercise of initiative and discretion. Work in this class also serves as the Energov administrator for the Planning Department, which requires coordination of software installation and training. Work is performed under the general supervision of the Planning Director.
  • Manages the financial processes for the Planning Department including accounts payable, purchase orders execution and assists with procurement card processing.
  • Prepares expenditures forecast and revenue projections for the Planning Department, assists in annual budget preparation, maintains budget and expenditures for budgetary control in the department’s budget.
  • Monitors purchasing and contracting activities for the Planning Department to ensure compliance with applicable policies and regulations.
  • Serves as Energov administrator for Energov Permitting and Licensing software responsible for Energov software configuration, testing and workflow development (includes the ability to create/modify fee templates, software automations and plan and permit workflows)
  • Responsible for creating Energov software “how-to” guides and training employees in Energov software use.
  • Responsible for working directly with the IT Department and Tyler Support to problem solve system issues in Energov. 
  • Serves as Energov Power User by processing Planning Department applications, recommending Planning Department system enhancements, collaborating with other Power Users on potential system enhancements that have interdepartmental impacts and working with other Power Users to trouble-shoot issues.
  • Screenscommercial building permits for existing development to determine if the Planning Department can sign off on the permit or if a minor modification or site plan needs submitted for review and approval by a Planner.
  • Processes all refund requests for the Planning Department and ensures they are accurate and in accordance with Town Ordinances and policies.
  • Balances infrastructure payment in lieu and performance bond accounts. 
  • Tracks all parkland in lieu payments by year and project. 
  • Maintains interactive development project map.
  • Updates website for the Planning Department.
  • Maintains electronic and hard files in accordance to archive laws for all Planning Department development applications.
  • Answers inquiries related to the plan review process.
  • Creates forms, publications and maintains related records for the Planning Department including ensuring that the online Unified Development Ordinance is updated after amendments are approved and that the material and links in the Administrative Manual and application informational materials are updated and maintained. 
  • Evaluates and recommends changes in policies, processes and technology for the Planning Department.
  • Processes assessment inquiry requests
  • Tracks data for strategic planning software.
  • Tracks office supplies and orders as needed.
  • Performs related duties as required.
Thorough knowledge of Microsoft applications; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of Development Services; thorough knowledge of administrative policies and practices; thorough knowledge of budgeting principles; general working knowledge planning, engineering, inspections, and building code terminology; ability to read and interpret a variety of development applications in a planning, engineering, and inspections setting; ability to keep office records and to prepare accurate reports from file sources; ability to enforce regulations tactfully and firmly; ability to analyze data and make recommendations; ability to perform and organize work independently; ability to type at a reasonable rate of speed; ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor; ability to establish and maintain effective working relationships with associates and the general public.Any combination of education and experience equivalent to the graduation from an accredited community college with a degree in accounting, business management, or related field. Considerable experience working in office management is required. Work in local government as well as in a planning, engineering or inspections office environment is preferred.
