The Town of Clayton is seeking applicants for a Reclamation Maintenance Supervisor for the Wastewater Treatment Plant. The Town of Clayton employs more than 300 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Performs difficult technical and supervisory work planning, organizing, supervising, and participating in the work of crews engaged in the maintenance, repair, installation, and replacement of electronic and mechanical operating and control systems and equipment related to the wastewater treatment plants. Employees are subject to call back work.
 
  • Plans and supervises employees, equipment, and materials to install, maintain, and repair sewer pumps, controls and all related appurtenances at the Towns wastewater treatment plant and sewer pump stations.
  • Plans and participates in permit required confined space entries into manholes, wet wells, check valve vaults, meter vaults, and related water and sewer appurtenances.
  • Surveys job sites prior to instructing crews on large or more difficult projects; inspects work during performance and after completion.
  • Plans preventive and predictive maintenance programs for pumping stations located at the treatment plant; oversees inspection, maintenance and repair of lift stations including mechanical and electrical repairs; participates in troubleshooting and repair; monitors SCADA via laptop computer including when on standby for emergency call-back.
  • Plans, inspects, and supervises contractors performing construction and maintenance to the wastewater treatment plant for the Town; inspects work for proper materials, placements, and quality.
  • Supervises and participates in taking samples of wastewater coming into pumping stations for analysis by the WWTP.
  • Manages installation of process equipment located at the wastewater treatment plant.
  • Assists Pump station maintenance crew with pump station wet well cleaning.
  • Assists with operation of the wastewater treatment plant.
  • Creates, assigns, and completes workorders and service requests utilizing the Towns current workorder software.
  • Instructs workers in the appropriate safety procedures and enforces their use.
  • Performs performance evaluations and coaching of employees.
  • Serves in the on-call rotation for the plant and fills in for the pump station crew as needed or requested.
  • Responds to citizen requests, concerns, and issues; performs field review; meets with citizens.
  • Keeps records; prepares reports; prepares material and supply requisitions; obtains quotes and prices for services and materials; maintains adequate inventory of supplies and materials; maintains appropriate electronic records of inventory and appropriate records of work unit activities; updates wastewater plant database upon removal or completions of new installations.
  • Trains, provides performance coaching, motivation, and performance evaluations for crew members.
  • Coordinate’s maintenance of assigned vehicles and equipment with Vehicle Maintenance Division
  • May serve as the Back-up ORC for the wastewater plant.
  • Performs other related duties as required.
  • Knowledge of effective supervisory communications, motivation, coaching and other principles and practices and of organization’s personnel policies and procedures for performance evaluation, discipline, and other practices.
  • Considerable knowledge of the principles and practices of construction, repairs, and/or maintenance of wastewater treatment plants, water, and sewer lines, pumping stations, and related structures.
  • Considerable knowledge of the OSHA rules and regulations as it pertains to wastewater treatment to include but not limited to confined space entries, blood borne pathogens, hazard communications.
  • Thorough knowledge of the principles and properties of electricity as applied to wastewater treatment and pumping equipment.
  • Knowledge of the theory and application of electronic circuits.
  • Considerable knowledge of computer hardware and software, electronic component troubleshooting and installation, as well as the use and repair of process instrumentation and telemetry.
  • Considerable knowledge of general trades maintenance and repair work including carpentry, plumbing, masonry, and mechanics.
  • Working knowledge of the principle and procedures associated with wastewater treatment.
  • Skill in the use and care of tools of the trade.
  • Ability to detect mechanical, electrical, or electronic malfunctioning of assigned equipment by testing, observation, sound, and chart readings, and take proper remedial action.
  • Thorough knowledge of the use of related equipment and materials.
  • Thorough knowledge of related occupational hazards and safety precautions.
  • Considerable knowledge of AWWA requirements and related environmental laws and regulations.
  • Knowledge of the application of information technology to the wastewater treatment field. Some knowledge of related engineering specifications; knowledge of Town’s design specifications as it relates to water and sewer related infrastructure.
  • Considerable knowledge of the Town’s current work order software.
  • Working knowledge of budgeting and purchasing procedures.
  • Thorough knowledge of the organization’s water and sewer customer policies and charges. Moderate knowledge of the Town’s personnel policies and procedures.
  • Some knowledge of surveying principles and practices. Ability to read maps, drawings, and electrical schematics.
  • Ability to establish and maintain effective working relationships with supervisors, peers, subordinates, and citizens.
  • Ability to maintain and prepare accurate plans and reports.
Education Required: High School Diploma or GED. Licenses/certifications: WW Biological 3 and Maintenance Tech 3. Preferred: Associate degree or Vocational / Technical Electrical or Electronics.
 
Minimum Experience: Considerable supervisory experience in wastewater treatment maintenance and/or operations and/or sewer collection system maintenance and knowledge of the theories and principles of operating and maintaining electrical control systems associated with wastewater treatment processes and sewer collections system, and/or construction.

Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
