Town of Appomattox, VA is Hiring a Human Resources Manager Near Appomattox, VA

Town of Appomattox Human Resources Manager: The person selected for this position will be serving as the Town's first Human Resource Director. It is a position of extreme public trust requiring loyalty to the Commonwealth of Virginia, the Town of Appomattox, its laws/people, and uncompromising ethical principles.

Applicants should be aware that this is a position of significant responsibility and sensitivity to even the appearance of impropriety.

  • Oversees the staffing process, including recruiting, interviewing, hiring and data onboarding/offboarding.
  • Manages the workers’ compensation program.
  • Administers benefit programs: acts as a liaison with carriers and brokers, oversees plan changes, open enrollment, and provides employee advocacy and education.
  • Ensures job descriptions are up to date and compliant with all local, state, and federal regulations.
  • Develop & maintain training materials and performance management programs to help ensure employees understand their job responsibilities.
  • Creates & coordinates compensation strategies for all employees based on Commonwealth of Virginia norms, market research. and pay surveys; keeps the towns strategies up to date.
  • Manages and investigates employer/employee HR related issues/conflicts and brings them to resolution; coordinates related actions with town’s legal representation.
  • Ensures the organization’s compliance with local, state, and Federal regulations.
  • Provides oversight, guidance for supervisory implementation of performance management processes and assessment tools; provides HR recommendations, guidance, and feedback to team
  • Ensures all town HR policies are implemented and consistently applied.
  • Maintains company organization charts and employee directory
  • Partners with management to ensure strategic HR goals are aligned with town goals, strategies, & initiatives
  • Maintains and coordinates integration of HR systems and processes with other administrative and management tools.
  • Updates and Maintains Town Employee handbook
  • Conducts performance and salary reviews as requested by town manager.
  • Provides HR related support and guidance to Finance and Administration
  • Analyzes and advises town manager on current trends in compensation and benefits
  • Co-designs and implements employee retention strategies with supervisory staff

Requirements:

  • Bachelor’s degree required
  • Documented SHRM membership and certifications strongly desired
  • Five -10 years prior Human Resource Management (HR) experience demonstrating progressive professional development in lateral and vertical directions.
  • Recent experience with Virginia Retirement Service (VRS) related systems is strongly desired.
  • Payroll processing experience (ADP strongly preferred)
  • Benefits administration experience preferred
  • Thorough and current knowledge of employment-related laws and regulations
  • Strong orientation towards customer service
  • Proficiency in computer applications, including Microsoft Office and internet functions
  • Strong organizational skills and attention to detail
  • Strong verbal and written communication skills
  • Excellent interpersonal, negotiation, and conflict resolution skills
  • Strong analytical and problem-solving skills
  • Ability to handle multiple, conflicting priorities
  • Excellent organizational skills and attention to detail
  • Ability to prioritize tasks and to delegate them when appropriate
  • Ability to act with integrity, professionalism, and confidentiality

Job Type: Full-time

Pay: $65,000.00 - $85,000.00 per year
