About the Position:

TJFACT is seeking to hire a well-qualified Police Advisor in the Washington DC or Miami FL area to support our DOS INL/WHP, Haiti Multinational Security Support (MSS) Support Office (CONUS) team! The level of effort for this position is equivalent to a Police Advisor Level 3.

This role is contingent upon reward.

As a Police Advisor (PA) to the MSS, the incumbent assists MSS mission leadership in the daily requirements of the Headquarters (Port-au-Prince) and Support Offices (location to be determined, potentially Washington, D.C. or Miami).

DUTIES AND RESPONSIBILITIES:

Assess/Advise

  • Participate in the continual analysis and evaluation of Haitian National Police and associated criminal justice institutions (e.g., justice and corrections) to include assessments of the organizational and operational capacities of the various elements of the HNP and other related criminal justice agencies; provide recommendations to key MSS stakeholders to help inform MSS decision points.
  • Provide expertise on public security issues in Haiti to MSS leadership, the MSS IWG in Washington, the INL/PAP Director or their designee, other relevant Embassy officers, and INL’s Washington DC-based program office. Analysis and evaluation will cover all or specific elements of the HNP capacities and competencies throughout Haiti. Assessments will include analysis of HNP operational effectiveness across the spectrum of modern police operations, leadership, training, public relations and communications, transparency, incident command and response.
  • Provide technical assistance to MSS and HNP leadership, as requested and in coordination with INL/PAP, in improving operations, investigations, police administration, resource management, internal discipline procedures, and overall reform efforts.

Coordination:

  • Under the direction of the INL COR, coordinates with MSS staff, INL, and other stakeholders as needed, to ensure extensive collaboration on all aspects of portfolio.

Mission Planning Development, and Execution:

  • Plan, develop, and execute relevant MSS projects in accordance with directives from MSS leadership, the MSS mandate, and identified parameters.
  • Work with MSS stakeholders to monitor and report on significant developments, evaluate results, and support necessary mid-course adjustments.
  • Provide feedback to INL/PAP Director and MSS leadership to improve HNP training and technical assistance projects.
  • Support MSS leadership on all phases of project execution from development though implementation, including planning, scheduling, budgeting, monitoring, and coordination, as required.

End Use Monitoring:

  • As needed for any commodities provided directly by INL to the MSS, and in coordination with INL/PAP, ensure U.S. Government-provided commodities are effectively used and actively prevent fraud, corruption, waste, or mismanagement of projects though continuous oversight and end use monitoring at all sites.

Working and Oversight Responsibilities:

  • As directed by the COR, assist with management of projects and advise MSS leadership on implementation of projects to achieve MSS objectives. Briefing and Reporting:
  • Prepare, coordinate, and ensure the timely issuance of one-time and periodic status reports and program reviews on MSS projects.
  • Attend all required MSS briefings and brief as required on relevant lines of effort.

REQUIRED QUALIFICATIONS:

  • U.S. Citizen.
  • Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy, or related field (8 years professional law enforcement experience can be substituted).
  • Eight (8) to twelve (12) years of experience with U.S. law enforcement in a sworn position or the U.S. military police.
  • Experience briefing in English.
  • Preference of demonstrated experience working overseas in an Embassy environment.
  • Two (2) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.

PREFERRED QUALIFICATIONS:

  • French and/or Haitian Creole language capability at or above the Foreign Service Institute’s defined 3/3 level (Fluent Proficiency) or equivalent. Incumbent will be routinely working in a French language-only environment.
  • Basic computer skills, including experience with Microsoft Office programs.
  • Over fifteen (15) years of professional level work experience in the area of law enforcement operations, management, curriculum development, and/or training, including experience implementing UN Peace Keeping Operations. Career path will have included jobs with increasing scope and responsibilities.
  • Experience working in Haiti in the security sector, or security sectors in other Francophone countries.
  • Three years specialized experience in one or more of the following areas in a position of decision-making: tactical planning, patrol, investigation, and/or incident response operations, logistics, and/or equipment procurement, maintenance, and accountability).
  • A minimum of one (01) year of experience working overseas in a post conflict or reconstruction program.
  • Experience working with multinational teams.
