About the Position:

TJFACT is seeking to hire a well-qualified Justice Sector Program Advisor – Level 3 to join our Team in Washington, DC supporting DOS INL.

The Program Advisor provides programmatic development and oversight to the INL/EA Ukraine Team. The Program Advisor will organize and participate in meetings, seminars, and other engagements to develop plans and programs for implementation of judicial sector assistance and provide other general programmatic support to further the Ukraine Team programs, including drafting, briefing, and research.

Duties and Responsibilities:

  • Draft contractual statements of work to meet U.S. foreign policy, support the interagency, work with procurement and budgetary offices to ensures funding is secured, and monitor initiatives and programs through federal contracts.
  • Draft and coordinate the preparation of programmatic and budgetary justifications and responses to Congressional, OMB, Department, and other offices.
  • Provide senior advisory support and guidance to the Office Director, Deputy Director, Ukraine Team Lead, and Embassy Kyiv, as needed, and directed.
  • Respond to requests from Bureau, Department staff/program officers, and leadership for information concerning administrative and budget programs. From available background data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time.
  • Advise on the management and oversight of programs to advance justice sector and anticorruption reform as well as efforts to ensure Russia’s accountability for war crimes in connection with Moscow’s February 2022 full-scale invasion of Ukraine.
  • Review cost proposals from implementing partners and advise INL/EA on the reasonability and appropriateness of costs; assesses cost sharing arrangements in which multiple INL-funded projects are run by the same implementing partner.
  • Assist in the oversight, monitoring, reporting, coordination, and assessment of INL programs to ensure deliverables and foreign assistance priorities set by the Department of State are being fulfilled.
  • Coordinate with INL/EA and INL/Kyiv to advise on strategic planning in the justice sector, including advice regarding developing new initiatives and reviewing programs for compliance with U.S. and Ukraine law and effectiveness in relation to the goals of the Government of Ukraine.
  • Develop and maintain comprehensive knowledge of issues related to Ukraine justice sector and those elsewhere within the Ukraine sub-region.
  • Serve as an advisory resource for INL/EA and Mission Ukraine on specific aspects of planning and implementation of justice reform programs in Ukraine.
  • Foster interagency cooperation, including helping coordinate work between the Department of State, Department of Justice, and other U.S. Government interagency stakeholders.
  • Support the development and maintenance of relationships with members of the rule of law reform community, non-governmental organizations, and the policy community.
  • Ensure that INL/EA and the INL front office receive timely information and reporting to ensure that senior department and other officials are fully informed of developments on the ground.
  • Prepare background materials and reports used by INL/EA leadership in preparing reports, speeches, briefings, and testimony to articulate INL engagement on justice sector matters in Ukraine.
  • Assist with designing, developing, and writing contract and grant solicitations, bilateral letters of agreement, and budget plans.

Required Skills and Experience:

  • U.S. Citizenship.
  • A bachelor’s degree from an accredited institution
  • Four to six years’ experience in relevant field (e.g., international relations, government affairs, or criminal justice) with at least one year of experience with international criminal justice sector programming

o Note: operational law enforcement experience alone is not sufficient to meet this minimum qualification.

  • Demonstrated knowledge of specific country issues (Ukraine), including specialized knowledge of international narcotics and law enforcement foreign assistance programs, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process, with an emphasis on foreign assistance for international criminal justice and law enforcement programs
  • Ability to communicate effectively, both orally and in writing, with a wide range of players and stakeholders
  • Experience drafting U.S. government reports and documents, such as the INCSR, embassy cables, and other documents.
  • Demonstrated proficiency in Microsoft Office Suite

Preferred Qualifications:

  • Demonstrated previous experience working in the Bureau of International Narcotics and Law Enforcement Affairs (INL).
  • A Master’s degree in a relevant field (international affairs, global security, international law) or Juris Doctor.
  • Demonstrated proficiency in a Slavic language with a preference for Ukrainian or Russian skills. Comfortable working in Slavic, Ukrainian, or Russian at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute’s defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required unless the individual is a native speaker.
