Position Summary:

The Chief Operating Officer (COO) focuses on operationalizing Tommy Nobis Center’s (TNC’s) strategic plans. Reporting to the President and Chief Executive Officer (CEO), the COO is tasked with implementing daily operations aligned with long-term business goals and the company’s strategic plan. The COO oversees the Programs, Business Operations Departments and provides overall leadership and guidance to all People & Culture (P&C) functions, inclusive of all functions typically within the human resources area of responsibility, in support of the strategic direction of Tommy Nobis Center. This includes planning and directing the financial affairs of the organization in coordination with the President and CEO and Director, Accounting. Accounting functions include accounts payable, accounts receivable and payroll. This role also oversees the IT and facilities functions of the organization, provides executive leadership and presence on the safety and cultural diversity committees, and oversees the administrative areas under review for CARF accreditations.

Essential Job Functions and Responsibilities:

Strategic Planning

  • Collaborates with the CEO in setting and driving organizational vision, operational strategy, and hiring needs.
  • Translates strategic and tactical business plans into strategic and operational plans and goals for performance and growth helping to implement organization-wide goal setting, performance management, and annual budgeting.
  • Monitors risk exposure of the organization. Directs the preparation of information requested or required for legal compliance.
  • Develops actionable business strategies and plans that ensure alignment with short-term and long-term objectives developed in tandem with the CEO.
  • Oversees data collection and analysis, monitors/analyzes trends and reports findings which may affect management decisions and/or strategic objectives.
  • Directs the process for organizational planning to evaluate organizational structure, job design, and personnel forecasting throughout the company and makes recommendations to executive management.

People and Culture

  • In partnership with the Sr. Manager P&C, plans, develops, organizes, implements, directs and evaluates the organization's human resource functions and performance in alignment with the organizational focus on mission and people.
  • Oversees company policy, operations, and employee productivity, building a highly inclusive culture, ensuring team members thrive and organizational vision and outcomes are met.
  • Drives communications with CEO from all departments, with heavy emphasis on people matters and driving organizational culture.
  • Oversee comprehensive recruiting, onboarding, professional development, performance management, and retention to meet the human capital needs for the organization.
  • Develops P&C models to identify competency, knowledge and talent gaps and develops specific programs for filling the gaps. Areas of activity will include talent management through proper succession planning programs for key contributor and management positions, training and development programs for preparing employees for more significant responsibilities and general development programs to enhance employee knowledge and understanding of their roles and responsibilities.
  • Implements Cultural Competency and Diversity policy and programs to allow the organization to embrace applicants and employees of all backgrounds and to assure the full development and performance capabilities of all employees.
  • Serves as the senior liaison with the 403(b) retirement plan administrator and the 403(b) retirement plan advisor/fiduciary.
  • Serves as the administrative "officer" for governmental programs such as EEO, AAP, HIPPA and other such agencies.
  • Establishes wage and salary structure in coordination with the CEO. Evaluates the programs annually to ensure fairness and equity for all employees, both locally and nationally.

Staff Integration

  • Leads employees to encourage maximum performance and dedication.
  • Plays a key role in setting annual departmental metrics for organizational performance and growth.
  • Functions as a strategic advisor to the executive/senior management of each business unit or group regarding key organizational and management issues.
  • Review monthly metrics, for all areas other than Development, for accuracy.
  • Member of the organization’s Cultural Diversity Committee
  • Member of the organization’s Safety Committee
  • Analyzes internal operations and identify areas of process enhancement.
  • Review Monthly CEO organizational updates (for both Board and employees) for Executive Assistant for content and accuracy.

Administration

  • In partnership with the CEO, Director of Accounting, and Sr. Manager P&C, selects and coordinates use of consultants, insurance brokers, insurance carriers, retirement plan administrators, training specialists, employment counsel, and other outside sources to develop strong, culturally aligned benefit and compensation programs which are cost effective for the employer and the employee. Negotiates premium costs and other associated rates.
  • Prepares statistical reports, proposals, employment agreements, board presentations, legal documentation and other required material as required.
  • Develops and presents P&C data for annual Board of Director meeting including labor summaries, insurance overview, workers’ compensation and retirement plan updates.
  • Writes designated portions of the Corporate Compliance report at least quarterly for the Board Coordinator.
  • Participates in Board Meetings and Board Committee meetings
  • Protects interests of employees and Tommy Nobis Center by ensuring compliance with all federal, state, and local legal and governmental laws including reporting regulations affecting organizational units (e.g., OSHA, EEO, OFCCP, ERISA, and Wage & Hour) and other accreditations/certifications.
  • Monitors performance with tracking and establish corrective measures as needed.
  • Reviews and provides input to all service contracts including federal contracts, state contracts, commercial contracts, and program site and employment site contracts.
  • Support Operations Manager in facility-related needs including analysis and use of CDBG funds for facility improvement projects.
  • Writes and submits reports to the CEO in all matters of importance.

Finance and Accounting

  • Works closely with the CFO and Director, Accounting during the annual budgeting process to resolve questions, implement new methodologies, reconcile departmental figures.
  • Provides significant support to departments under direction for annual metrics and budget process.
  • Evaluates performance by analyzing and interpreting financial data and organizational metrics.

Partnerships

  • Serves as organizational representative for local community events, business clubs/associations, etc.
  • Maintains and builds trusted relationships with key customers, clients, partners, and stakeholders.
  • Facilitate necessary information flow between business development and applicable business partners with a goal of effective, efficient, services and programs.

IT Functions

  • Serves as the IT liaison for Tommy Nobis Center with the IT vendor.
  • Oversees IT environment, to include internet, telecom, service provider contracts, and relationships as well as hardware and software deployment in partnership with the IT vendor.
  • Directs spending of grant funds for IT initiatives.

CARF

  • Prepares annual CARF accreditation documents in preparation for recertification cycles (ranging from 1 - 3 years):
    • Annual technology assessment, planning and budget.
    • Annual succession plan
    • Annual risk assessment plan
    • Annual accessibility plan
    • Annual business continuity plan
