QualificationsEducation:Master’s degree or higher, preferably in Business Administration
ExperienceMinimum of seven years of experience with school district, or public/private related service.
Demonstrated success in a leadership position.
Experience in facilities management, finance, school support services and personnel management preferred.
Job SummaryThe Chief Operations Officer, a Cabinet level position, provides leadership and supervision of all support services activities including, but not limited to central services; School Nutrition; Purchasing; System Records maintenance and retention, Transportation; Warehouse; Property, Property & Casualty/Fleet Insurance; Facilities Maintenance and Construction; Facility Use and Rental; School Safety, Policy Development, and Supply Services. The position requires that the employee establish procedures and controls necessary to implement these functions. This capacity also requires expertise and experience with finance acquisition, contracts and asset management. The employee ensures conformity with all appropriate Georgia and Federal Law; State Board of Education and Marietta City Board of Education Policy; local governmental requirements, and Rules and Regulations in support services area.
Major ResponsibilitiesLeadership and Evaluation
  • Supervise and monitor procurement processes.
    • Monitor any ongoing developments of procedures for procurement.
    • Seek relevant justifications for requests.
    • Ensure policy and regulations are followed by staff and administrators.
    • Research procedures currently employed by other systems.
    • Periodically review Purchase Order system and procedure manual.
    • Monitor laws and regulations affecting these areas to implement necessary changes.
  • Supervise and monitor physical plant operations and needs.
    • Communicate with Maintenance Supervisor to set priorities for the district.
    • Monitor contractors to assess worth and cost.
    • Monitor needs of schools to determine physical plant needs and changes.
    • Evaluate requests for changes in plant.
    • Ensure expenditures are appropriate and necessary.
  • Supervise and monitor school safety
    • Promote safety across all district facilities.
      • Collaborate with community organizations and district departments to develop proactive plans
      • Utilize the Crime Prevention through Environmental Design (CPTED) approach to maintain safe facilities.
    • Facilitate and monitor district emergency procedures
  • Evaluate and determine future needs for the system.
    • Communicate with the State to develop five-year facility plans.
    • Develop relationships with local contractors and architects.
    • Research construction delivery models for construction.
    • Work with other systems and their methods for addressing physical plant needs.
    • Coordinate facility requests with potential new committees.
  • Work closely with Superintendent and Board on special projects
    • Combine resources; work with committees, Finance Department, and other entities to develop a funding strategy.
    • Present special project research and information to the Superintendent and the Board of Education.
Management and Organization
  • Maintain and improve fiscal and physical infrastructure.
    • Comprehensive oversight of SPLOST program and projects.
    • Review the financial information and district budgets and compare costs.
    • Maintain vendor relationships.
    • Address complaints and requests for physical plant changes.
  • Review and develop district policies in areas associated with district operations.
Non-Program Duties And Responsibilities
  • Demonstrates prompt and regular attendance.
  • Performs other duties as assigned. May be assigned special projects throughout the year.
Physical DemandsWhile performing the duties of this job, the employee is frequently required to sit, walk, stand and talk or hear. Specific vision abilities required by this job include close vision, distance vision. Minimal travel is required.
LicensureMust hold, or be eligible to hold, a Georgia support personnel license.
Work EnvironmentThe noise level in the work environment is usually very quiet.
Skills, Knowledge, AbilitiesBusiness and accounting experience, including ability to create and work within a budget
Considerable knowledge of the principles of supervision, organization and administration.
Possession of excellent interpersonal and communication skills; both written and verbal
Understand trends and develop solutions for unforeseen challenges
Knowledge of relevant software
Ability to make essential decisions quickly
