Scope of Work:

The Hazardous Waste, Solid Waste and Petroleum Oil and Lubricants (POL) Program Manager will manage all regulatory and compliance aspects of hazardous waste, solid waste, and Petroleum Oil and Lubricant (POL) requirements associated with USAFA and Geographically Separated Unit (GSUs). Act as the focal point for supervising and preserving installation compliance status utilizing the most current versions of Department of Defense (DoD), Air Force Instructions (AFIs), Federal, State, and local Regulations. The Hazardous Waste, Solid Waste and POL Program Manager will update environmental plans, verify plan changes as per new regulations and required format, prepare permit applications, create compliance plans and other written submittals to the client and other governmental agencies in accordance with the Performance Work Statement (PWS). 

Serve as the technical resource for hazardous waste, solid waste and POL quality compliance assurance and permitting programs, including regulatory analyses of facility operations, and support all aspects of hazardous waste, solid waste, and POL to maintain the Environmental Management System module and database input. The Program Manager retains advanced knowledge of the Resource Conservation and Recovery Act (RCRA), CDPHE hazardous waste, solid waste and POL regulations, Air Force Instruction (AFI) 32-7002 and other applicable regulations affecting hazardous waste, solid waste, and POL sources at USAFA. 

 Responsibilities:

  • Ensures and reviews all applicable plans and permits are current and up to date with Federal, State, and local regulatory requirements. Additionally, will review AFI’s and other DoD requirements for specific plans, equipment, and circumstances for compliance evaluations and plan format.
  • Provides engineering and environmental technical leadership to 10 Civil Engineering Squadron (CES) management and KIRA management covering hazardous and solid waste environmental compliance, regulatory, and permitting issues affecting USAFA operations. 
  • Works daily with environmental specialists to facilitate support and reinforce an environmental leadership approach to waste management that includes training, coaching and compliance support actions to sustain waste operation excellence throughout USAFA. 
  • The Manager shall review all solid waste program plans for accuracy and update the plans based upon USAFA installation policy changes, Federal, State, and local requirements. All solid waste plans such as the Integrated Solid Waste Management Plan (ISWMP) must be maintained in the approved AFCEC Template and managed in T-EMP.
  • Responsible for inspections of all hazardous waste accumulation storage areas, track and inventory all containers, conduct material sampling, waste stream characterizations, and maintain accurate profile sheets for recordkeeping. 
  • Supervise all manifest shipping documents for disposal of hazardous, universal, and special wastes generated on USAFA and GSUs through Defense Logistics Agency Disposition Services (DLA-DS).
  • Develops and presents environmental waste compliance training and provides direction to employees according to Federal and State regulations, AFI’s and 10 CES management guidance.
  • Serve as point of contact for all CDPHE agency waste related inspections and other Air Force inspection/audit programs. Performs other duties as assigned consistent with the position’s requisite technical skills, program requirements, and KIRA administrative requirements.
  • Will supervise and oversee submittal of the Environmental Quality (EQ) Semi-Annual Data Call as required by the Air Force.
  • Oversee data entry of all required waste characterizations, HW data into the Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS).
  • Oversee compliance inspections and assessments at each SAP (satellite accumulation point) and provide training to satellite/initial accumulation points (S/IAP) operators. 
  • Manage and review the Hazardous Waste Monthly, Quarterly and Annual Summary Reports. Maintain all recordkeeping documentation required by Federal, State Regulations and AFI's.
  • Perform as the Team Lead for the Hazardous Material Management Process (HMMP).
  • Will supervise, document, and submit the annual (Tier I and II) Toxic Release Inventory (TRI) reports and the Emergency Planning Community Right to Know (EPCRA) Section 313 inventory report. 
  • Review USAFA building and renovation project details, scope of work and provide recommendations for managing asbestos and lead based paint toxic materials.
  • Responsible for managing storage tanks in compliance with the Oil Pollution Act (OPA) and with all applicable federal, state, regulations and related DoD, and Department of Air Force (DAF) directives.
  • Annually review and update the Spill Prevention, Control, and Countermeasures (SPCC) Plan.
  • Oversee all USAFA AST/UST tank and transformer inspections and maintain program compliance with the Storage Tank Accounting and Reporting (STAR) within Air Program Information Management System (APIMS).
  • Supervise and direct all compliance activities for hazardous and petroleum spills and releases on USAFA including documentation, notification, reporting and cleanup activities. 
  • Liaise and interact with Federal and CDPHE Agency representatives during facility site inspections and participate with government waste program audits. Develops and presents environmental compliance training and provides direction to government and KIRA employees.
  • Excellent communication, interpersonal, and analytical skills. Must have strong written and verbal communication skills. 
  • Social skills and professionalism necessary to establish and maintain long-term working relationships with clients and co-workers.
  • Provides timely and high-quality deliverables to client. Deliverables for each specific medium are identified in the PWS. 
  • Must be willing to serve as the on-call specialist for Spill Response on a regular rotation with other Environmental personnel.
  • Maintains regulatory required certifications necessary for successful performance in their respective areas of expertise.

Minimum Requirements:

  • Must be a licensed Professional Engineer (PE).
  • The Hazardous Waste, Solid Waste and POL Program Manager shall have at least 5-years’ experience in environmental compliance programs specializing in hazardous and solid waste management, fuel and storage tanks, and toxic material management. 
  • Must have advanced operating knowledge of Air Force EESOH-MIS (Enterprise Environmental Safety and Occupational Health Management Information System) database functions and report generation. 
  • Must have experience with managing/handling/storage of hazardous waste, spill response and cleanup activities. Must have current 40-hour Hazwoper training.
  • Must have experience with collecting environmental samples, identifying proper laboratory analyses, interpretation/evaluation of laboratory results and managing corrective actions to achieve regulatory compliance. 
  • Experience in either DoD, Government Service or Contract Support is desirable.
  • Applicable certifications and knowledge of federal, state, and local environmental laws and regulations in their respective medium is highly desirable.
  • Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required. 
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must have a valid Colorado state driver’s license.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy. Must have the ability to safely operate a company vehicle.
