Kiliuda Consulting, LLC , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Federal Government Contract Specialist Realty to support our government client in Reston, VA.

Position Responsibilities :

• Reviews Indian Self-Determination and Education Assistance Act (ISDEAA) (I) lease proposals from Tribes and Tribal Organizations.
• Ensures the completeness and sufficiency of documents and supporting information to form the basis for eligibility and compensation for an ISDEAA (l) facility lease.
• Coordinates with the appropriate IA, BIA, and BIE program offices to confirm and verify the programs, functions, services, or activities (PFSAs) administered, or to be administered, in the proposed (l) facility are contained in applicable funding agreements.
• Review market surveys for accuracy and completeness when a Tribe or Tribal Organization requests a Fair Market Rate as compensation.
• Coordinates with the DOI Solicitor's Office throughout ISDEAA (l) lease negotiations.
• Assists with budget planning support for the ISDEAA (l) leasing program.
• Tracks and reports all informal and formal ISDEAA (l) lease requests from initial notification through the conclusion of negotiations, lease execution, and distribution of funding for lease compensation.
• Prepares briefing materials for senior managers.
• Assists with developing and updating policy and processes related to the ISDEAA (l) leasing program.
• Serves as a point-of-contact for a Tribe or Tribal Organization while negotiating the (l) lease terms and for questions about ISDEAA lease compensation.
• Provides technical assistance to Tribes and Tribal Organizations, BIA, and BIE staff.
• Assists in the post-lease execution process of lease compensation per the lease terms and coordinates with the appropriate Awarding Officials.

Position Requirements :

• Background Investigation.
• Indian Self-Determination and Education Assistance Act (ISDEAA) experience is preferred.
• Possesses knowledge and demonstrated experience in ISDEAA contracts. Three (3) years’ relevant experience.
• Performs contract administration carrying out pre-determined and recurring contract administration duties with additional exposure to cost / price analysis, evaluation of performance, contract termination, contract closeout, the FAR and / or DFARS.
• Bachelor’s Degree or equivalent experience.
• FAC-C Level 1 certification or equivalent preferred.
