What your job will look like:Are you seeking a challenging and rewarding Finance &Payroll Accountant role? In this role, you willmanage the day-to-day production cash receipts, deposits, subcontractor accruals, labor distribution reporting, payroll reporting, and leave accruals at Jefferson Lab. The Finance & Payroll Accountant is the primary interface to all Jefferson Lab personnel for finance and payroll related matters.Responsible for the development of desktop procedures and contributing to the improvement of all processes, policies, and procedures. Back-up for the Treasury and Fixed Asset /Systems Accountants.

In this role, you will:

  • Effectively manage the daily entering of cash receipts and deposits, which includes review and validation of funds received and accounts charged. Ensure cash items are recorded accurately. Develop proper journal entries.
  • Effectively manage the daily processing of subcontractor accruals. Monitors and tracks SubK accruals status, works with procurement team to ensure completion and accuracy of accruals within the required schedule audits accruals to ensure compliance with the policies and procedures set forth my DOE and JLAB Management
  • Support in management and auditing of timekeeping/labor distribution: monitors and tracks timesheet approval status; works with supervisors and employees to obtain the required signatures within a required schedule. Audit timesheets to ensure compliance with the Federal Acquisition Regulations (FAR), the contract, and Jefferson Lab policies and procedures. Process and review corrections; ensure corrections are completed timely and delivered to the Payroll Supervisor for edit.
  • Support in the production of payroll: audit all changes that affect payroll processing of leave accruals. Manage, maintain and organize payroll records.
  • Management of benefits billings: 401(k) processing. Manage, reconcile and process all benefit payments and transmissions. Reconcile general ledger accounts associated with payroll.
  • Support internal & external audits to include, ICE, DCAA, Floor Check and Worker's Compensation Reporting,
  • Perform various accounting duties as assigned, including government reporting. Supporting other accounting functions as required.
  • Serve as backup for the Treasury and Fixed Asset/Financial Systems Accountants.

Qualifications We Require:

Education:

  • Bachelor's Degree in Accounting (or a related field) or the equivalent combination of education, experience, and training.

Experience:

  • 5 years of accounting or payroll experience required.
  • General familiarity with the Circular-E and Federal Acquisition Regulations (FAR).
  • General familiarity with Preparing Multi-State taxes (e.g. 941, VA-16s, and SUTA).
  • Demonstrated competence in the use of a personal computer, automated accounting software, financial systems, spreadsheets and word processing software.

Knowledge, Skills, Abilities:

  • Knowledge of Accounting practices and principles with the ability obtain in-depth knowledge of the workings of payroll.
  • Demonstrated ability to communicate effectively verbally and in writing, and to effectively solve problems.
  • Demonstrated analytical, planning, organization, and conflict resolution skills.
  • Demonstrated ability to evaluate existing systems, look for efficiency, and offer recommendations for simplification and/or process enhancements.
  • Exceptional organizational skills, including the ability to manage multiple tasks simultaneously, with interruptions.

Qualifications We Desire:

  • Government contract experience preferred.
  • Experience withDeltek Costpoint.
  • Deltek Time and Expense system experience preferred.
  • Experience with Cognos Enterprise Reporting.
