Scope of Job
To assist the Director of Payroll and Tax compliance with the management, coordination and daily operations of all payroll functions.
Description of Duties
  • Oversees all payroll processing, including cash and non-cash compensation processing via Oracle system.
  • Researches and solves complex payroll issues/discrepancies where applicable.
  • Responsible for the coordination of all related accounting entries associated with Oracle payroll operations, including all payroll related disbursements.
  • Responsible for compiling all Oracle payroll related Comprehensive Annual Financial Report data.
  • Responsible for the management of all operations related to EIS self-service time, attendance, vacation and sick accrual functionality, including training, updates and provides ongoing production support, troubleshooting issues.
  • Oversees Federal reporting, including W-2 processing and payroll tax filings to meet regulatory deadlines.
  • Oversees and ensures the timely submittal of all State reporting, including Texas Workforce Commission quarterly filings and State Comptroller payroll reporting.
  • Maintains, reviews and recommends internal controls to ensure the integrity of personnel and payroll data in all payroll related internal and external systems and functions.
  • Engages in various audits, prepares payroll audit documentation and responses with Director as necessary.
  • Works with Director to ensure timely communication of any changes to payroll policies, systems, and regulations to employees and customers.
  • Coordinates special projects as directed by Director.
  • Develops short and mid-range plans, budget requirements and documentation for assigned area.
  • Evaluates all assigned processes and proposes improvements as considered necessary.
  • Responsible for the hiring process, supervises, manages, guides, and coaches assigned staff; establishes standards for work assignments and develops necessary guidelines and procedures.
  • Evaluates employee performance, provides professional development and training on Oracle payroll related processes, 3rd party application and integration with Banner Student Information System, Oracle HRMS and FMS modules.
  • Recommends staff merit, promotion, reclassification, as well as handles disciplinary issues and demotions where necessary.
  • Performs other duties as assigned.

Direct supervision of assigned staff.
Required Education
Bachelor’s degree in Accounting or business related field from an accredited university.

Licenses/Certifications
Preferred: Certified Payroll Professional
Required Experience
Five (5) years of experience in accounting functions, payroll processing and reporting, including supervisory experience.
Preferred Experience
Experience with processing multi-state payroll processing and familiarity with Non-US citizen payroll tax rules.
Equipment
Use of standard office equipment. Proficiency working with Excel Software.
Working Conditions
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.
Other
Ability to work in a team environment and work efficiently under stress. Ability to read and interpret payroll and tax related professional journals, Internal Revenue status/codes and rulings, financial reports, and legal documents as necessary. Must scan for changes in law or practice that might impact the Payroll/Tax Compliance operations. Must have excellent multi-tasking skills in order to meet multiple deadlines. Strong written and oral communication skills including the ability to write proposals, system change requirements, and internal procedures. Knowledge of Federal Wage and Hour laws. Exceptional planning and organizational skills. Leadership skills. Excellent verbal and written communication skills. Excellent time management skills.
