The Town of Waynesville is Hiring a Land Use Planner/Administrator Near Waynesville, NC

The Development Services Department provides services related to land use and community planning. This includes administration of zoning, building inspections, code compliance, minimum housing, subdivision, floodplain administration, sedimentation and erosion control regulations, and permits.

Salary: $55,160.03 – $71,708.06 (based on experience) annually - with 5% increase after successful 6month probation

Hours: 40 hours /week; office hours range from 8:00am-4:30pm with some evening meetings

GENERAL DESCRIPTION OF CLASS

The purpose of this position is to carry out the operations of the Development Services Department related to Land Use. This includes GIS support for Waynesville planning, flood plain management, land development standards enforcement, sign permitting and enforcement, plan review, and implementation of the Town’s Comprehensive Plan. This position class will work with the Board of Adjustment, Planning Board, Historic Preservation Commission, and/or Arts Commission; and will perform related professional, administrative and technical work as required. This position class plans, organizes and implements programs within major organizational policies, reports program progress to executive-level administration through reports and conferences, and presents information to the Town Council and the public.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional related tasks or focused management of special projects related to land use planning and zoning enforcement as necessary.

· Participate in the daily activities and operations of the Development Services Department, ensuring department compliance with applicable federal, state and local laws and regulations.

· Provide staff support, training, and information to the Zoning Board of Adjustment, Historic Preservation Commission, Public Art Commission, and Planning Board as assigned, to ensure members have knowledge and understanding of their responsibilities and authority under North Carolina Statutes. This includes evaluation and organization of case files regarding appeals, variances, and conditional rezonings; advisement of local officials and other entities on zoning issues and projects; preparation of presentations for local boards and commissions and the public, and making recommendations to such groups as required.

· Review and approve site plans and applications to ensure compliance with the Town’s Land Development Standards and any other applicable local, state or federal laws. This includes the issuance of certificates of zoning compliance, preparation and presentation of staff reports before boards and commissions, sign permits, applications for local historic landmarks or certificates of appropriateness, subdivisions, and other types of applications.

· Manage natural resource tasks such as landscape and stream buffer planning; review and issuance of sedimentation and erosion control permits; floodplain management, including review and approval of development permits in special flood hazard areas, slope and hillside protection, conservation subdivision review, and greenway planning.

· Advises engineers, developers, architects, surveyors, property owners and citizens in the coordination of zoning and land use issues and the interpretation of related Town ordinances.

· Coordinates with other Town divisions, departments, and outside agencies as appropriate.

· Prepare and maintain accurate and up-to-date department records.

· GIS mapping and data management for use by elected and appointed officials in their decision-making process and town planning projects.

· Perform general office work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, answering the telephone, ordering supplies, etc.

· Represent the Development Services Department and the Town in various civic, professional, community and other organizations; attends community meetings.

· Attend training, conferences, seminars, etc., to enhance job knowledge and skills, and to achieve and maintain professional certifications.

INVOLVEMENT WITH DATA, PEOPLE, AND THINGS

DATA INVOLVEMENT:

Requires synthesizing or integrating analysis of data or information to discover facts or develop knowledge or interpretations, and to present information by charts, graphics, maps, spreadsheets, statistics, and analytical reports. Knowledge of GIS and Microsoft Office is required.

PEOPLE INVOLVEMENT:

Requires communication skills, exchanging ideas, information and opinions with others, listening and working with the public and a wide variety of opinions, and critical thinking to formulate policy and arrive jointly at decisions, conclusions or solutions.

INVOLVEMENT WITH THINGS:

Requires handling and usage of computers, fax machines, copiers, plotter, telephones or similar equipment and may require basic maintenance such as adding paper and changing toner. Requires the operation of motor vehicles for on-site inspections or attendance at meetings.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:

Requires performing work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization. Requires the use of data to project needs, trends, and impacts of decisions. Must apply good judgement to interpret ordinances and conduct department operations.

MATHEMATICAL REQUIREMENTS:

Requires ability in algebra and geometry to calculate dimensional requirements, density, distance, height, slope, and area. Requires the application of statistics, such as frequency distribution, reliability, validity, average, median. Comprehension of basic economics.

LANGUAGE REQUIREMENTS:

Requires reading scientific and technical journals, abstracts, legal documents, and reports; speaking before professional and civic groups, participating in panel discussions and speaking extemporaneously on a variety of subjects; writing complex articles and reports; and developing presentations for sophisticated audiences.

MENTAL REQUIREMENTS:

Requires advanced, professional work methods and practices in the analysis, coordination or interpretation of work of a professional planner. Requires research and documentation ability and the formulation of important recommendations to make technical decisions that have an organization-wide impact. Requires sustained, intense concentration for accurate results and continuous exposure to sustained, unusual pressure.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION:

Requires a Bachelor’s degree or education and training equivalent to four years of college education, and professional experience in urban planning, GIS and geography, land planning, environmental studies, historic preservation, public relations, communications or a closely related field. Coursework toward, or achievement of, a Masters in Planning, Public Administration, Public Policy, Political Science, Communications, Historic Preservation, or related field is preferred.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid North Carolina driver’s license. Must have, or be able to obtain, certification in any of the following: North Carolina Certified Zoning Official (CZO), Certified Floodplain Manager (CFM), Group Facilitation and/or Mediation Certification, Stormwater Reviewer certification, or achievement of American Institute of Certified Planners (AICP) membership, GIS ESRI Certification, or other certifications in land use planning related fields.

EXPERIENCE REQUIREMENTS:

Requires four to eight years minimum of professional experience. As a multi-disciplined field, Land Use Administration / Planning can combine and apply experience from a variety of backgrounds, especially communications, project management, land use, historic preservation, environmental management, GIS and data management, architecture, or economic development.

The job may risk exposure to dusts and pollen, extreme heat and/or cold, wet, or humid conditions, fumes and/or noxious odors, traffic, electrical shock, heights, construction site hazards.

SENSORY REQUIREMENTS:

The job requires normal visual acuity, depth perception and field of vision, hearing and speaking abilities.
