SUMMARY:

The Human Resources Specialist provides staffing support services to the J1 directorate. Performs a variety of duties related to management of administrative and personnel services programs of the J1.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Qualifying applicants/employees. Assist in qualifying applicants for advertised positions within USA Staffing and by name requests in accordance with NGB and OPM policy/instructions. The contractor must have knowledge of OPM or NGB qualification standards, and knowledge of USASTAFFING system. The contractor must have understanding and experience with excepted service rules. The contractor shall review documents submitted by applicants for vacancy announcement positions and decide on whether applicants are qualified for the occupational series/grade in accordance with OPM and NGB Occupational series standards. The contractor will provide a list of qualified names in a timely manner.
  • Veterans Preference Analysis. Assist in adjudicating Veteran Preference within the excepted service and in accordance with the DCNG Merit Promotion Plan. The contractor shall review documents submitted by applicant and assist in making the final adjudication IAW 5 CFR, NGB/OPM Veteran Preference instructions and DCNG Merit Promotion Plan.
  • Priority Placement Program. Assist in counseling and registering employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate. The contractor shall assist in clearing DoD Priority Placement Program participants within ASARS in accordance with DCPAS Guidance. Inputs are accurate (all required data fields are input), and timely IAW DCPAS PPP Handbook and OPM/NGB instructions.
  • Pay Setting. Assist staffers in Interpreting and applying federal pay setting. The contractor shall assist in analyzing federal employee and payroll information to identify and resolve pay-setting errors or discrepancies. The contractor shall assist in setting rates of pay for General Schedule (GS) and Federal Wage System (FWS) employees to include but not limited to appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. Review of documents and final pay setting calculation is accurate IAW NGB/OPM instructions and DCNG Merit Promotion Plan, DC Highest Previous Rate Policy Memorandum, and timely (within 5 business days of receipt of request). This task is estimated to be required, on average, 5 times per week.
  • Documentation Review. Ensure required selection documentation and information contained thereon is correct including military compatibility; check medical certificates and reports from references prior to the onboarding of applicants. The contractor shall ensure that all new employee documents are received and reviewed in accordance with applicable guidance such as 5 CFR, OPM instructions, CNGBI, DCNG policy, and other governing regulations. The contractor shall ensure that review of new hire documents is completed in a timely manner (within 5 business days of receipt of request). This task is estimated to be required, on average, 8 times per week.
  • Drafting Vacancy Announcements. Assist in the drafting and publishing of the job vacancy announcement in USASTAFFING which includes completing all tasks in the system in order to publish the vacancy announcement and assist with all intermediate tasks up until the on-boarding process of the applicant. Job postings shall be accomplished with all data elements, (accurate IAW NGB/OPM instructions, DCNG Merit Promotion Plan, other governing regulations).

REQUIREMENTS/QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

  • Must be a U.S. citizen and possess a Department of Defense T1 clearance.
  • Bachelor’s Degree or 5 years of commensurate experience.

SKILLS, KNOWLEDGE AND ABILITIES:

  • Knowledge of various Human Resource Information Systems.
  • Ability to interpret regulatory guidance.
  • Data base entry abilities (updating existing databases).
  • Proficient with a broad range of Microsoft Office programs.
  • Excellent proof-reading reading/attention to detail skills.
  • Excellent communication skills.
  • Knowledge of office machines in order to print, scan and fax documents.
