The State of New Hampshire, Department of Information Technology, Business Relationship Management Division - Dept of Revenue Administration has a full time vacancy for a Systems Development Specialist VI.

SCOPE OF WORK : Works as lead application development specialist with DRA and outside vendors with respect to application design for the Department of Revenue. Performs analysis, design and translation of programming functions to implement automated solutions to business processes.

ACCOUNTABILITIES :

Provides guidance, advice and direction to project team members, while demonstrating solid understanding of all programming concepts in order to successfully oversee the quality and design integrity of all assigned programming and system development activities, Designs, creates and documents functional, system and program specifications in support of the Department of Revenue Administration.

Demonstrates knowledge of relational databases, data structures, and standard development techniques (SQL, VB.net) in order to analyze and prepare systems change impact assessments for service requests, program/policy changes, audit findings, and to evaluate software enhancement requests; performs risk analysis as needed and works with business users and consulting team to implement system changes.

Creates and develops application design specifications, for use by other Systems Development Specialist’s, to enhance current automated systems and to support user needs.

Oversee the quality and design integrity of application systems and enhancements including analysis, coding, testing, debugging, test data preparation, implementations and documentation in accordance with division standards.

Interfaces with developers, vendors, subject matter experts, project managers and senior level stakeholders in a professional, positive manner in order to supports major system and application design and maintenance initiatives for the Department of Revenue Administration and assists with the development of project plans.

Maintain in depth, working knowledge of the department’s critical, large and complex Tax Information Management Systems.

Provides technical expertise to maintain system software, analyze problems, and monitor system to ensure the availability of system to end users.

Works closely with the team throughout the development life-cycle, translating business metrics and goals, while providing guidance around requirements gathering, scoping, solution development, deployment and documentation in order to maintain system.

MINIMUM QUALIFICATIONS:

Education : Bachelor's degree from a recognized college or university with at least fifteen (15) credit hours in the field of computer sciences. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience : Six years' experience as a computer programmer or systems analyst associated with a late generation medium or large scale on-line computer systems or computer networks similar to the recruiting agency; at least three years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification : Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS: Must have experience in C# programming, use of SQL database and stored procedures in a Windows environment and the ability to work in a team environment is required. Must demonstrate in-depth understanding of all programming concepts, including flowcharting, analysis, coding, testing, documenting, and implementing programs and systems.

RECOMMENDED WORK TRAITS: Knowledge of current methods of computer systems analysis and design. Knowledge of management principles and practices and their relationship to computerization. Knowledge of the principles of computer programming and the capabilities and requirements of information systems. Knowledge of the application and use of peripheral computer-related equipment. Ability to explain technical operations in easily understood language for non-technical personnel. Ability to supervise and train project resources in the processes used in converting systems to electronic data processing. Ability to communicate effectively, orally and in writing. Ability to analyze operations and organize their component parts into a logical system. Ability to coordinate the conversion of agency programs to information processing systems. Ability to establish and maintain effective working relationships with subordinates, associates, agency management officials, project resources, as well as personnel associated with professional organizations. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
