Performs diverse duties in assisting the Program Specialist and staff with the agency’s Parking Enterprise Program. Serves as the initial contact for parking appeals. Assumes responsibility for appeals in the absence of the Supervisor. Provides general administrative and clerical support. Requires travel going to and working from the Seacoast Park Patrol Office – Hampton, NH, on occasion. Supports the Parking Enterprise Program by working independently to adjudicate parking citation appeals. Daily monitoring of and responding to inquiries received via email, voicemail, or in person. Professionalism and diplomacy in dealing with sensitive and complex situations with upset individuals. Responds to appellants using sound judgment within established guidelines by analyzing situations to determine appropriate course of action. Works with the supervisor to address all escalated appeals. Processes citation and late fee payments upon receipt with strict attention to detail ensuring payments are applied correctly. Conducts end-of-day reconciliation and provides supervisor with report for final approval. Assists the Supervisor with the Division’s Collection Agency by developing reports with delinquent account information including but not limited to new account referrals and payments received for review by the Supervisor. Responds to and resolves all disputes received by the Collection Agency. Applies account payments received by the Collection Agency with strict attention to detail ensuring payments are applied correctly. Reconciles daily payment reports and account status. Prepares other reports as assigned. Prepares weekly report to include all program revenue received, total citations issued, late fees assessed, as well as appeals received and adjudication status for supervisor review. Prepares other reports as assigned. Maintains and updates the proprietary database in a timely fashion to ensure all contact and vehicle information is accurate and in accordance with privacy and confidentiality laws and standards. Provides program administrative support for certain lease programs such as parking and boat slips. Recommends and assists with policy/procedural changes to improve workflow within the Parking Enterprise Program. Disseminates appropriate information to management, staff, and the public. Assists supervisor in developing requests for proposals and subsequent contract development for all aspects of the Program, including but not limited to lockbox service, collection agency, and enforcement software and hardware. Other duties as assigned by the supervisor including but not limited to preparing for and representing the Division at various events and meetings that may occur on weekends and evenings or assisting with courier services to deliver or retrieve documents offsite. 18 Months of additional relevant experience = Associate's degree 36 Months of additional relevant experience = Bachelor's degree 54 Months of additional relevant experience = Master's degree
Education: Associate’s degree from an accredited institute of higher education with a degree in accounting, public administration, business, statistics, hospitality, or associated major. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years’ experience in a fast-paced, dynamic customer service, hospitality or parks and recreation related field with responsibility for providing program information to the public and other entities. Each additional year of approved work experience may be substituted for one year of required formal education.
License and Certifications: Must have a valid driver’s license for travel throughout the state.
SPECIAL REQUIREMENTS: Proficient with Microsoft 365 Suite (Outlook, Teams, Word, Excel, OneNote, PowerPoint, OneDrive), and Adobe Acrobat and Creative Cloud or similar programs. Must have excellent written, verbal communication and customer service skills to work effectively with management, staff, and the public. Must have proven problem-solving and analytical and data entry skills used to prepare clear, concise, accurate, and comprehensive correspondence, reports, studies, and other written materials. Must demonstrate ability to independently managing workload and priorities. Must demonstrate excellent time management skills and efficient use of resources. Must be adept with managing multiple tasks and deadlines simultaneously and setting priorities in a fast-paced, and continually changing environment. Must be able to lift a minimum of 40 lbs.
PREFERRED QUALIFICATIONS: Knowledge of modern office practices, procedures, and equipment. Knowledge of English, spelling, and arithmetic. Knowledge of office record keeping and reporting. Some knowledge of the principles and practices of public administration. Ability to follow specific instructions. Ability to present ideas clearly and effectively. Ability to establish and maintain effective working relationships. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
