COMMUNITY OUTREACH SPECIALIST

The pay range for this position is $24.90 - $33.47 per hour
The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a part-time vacancy for Program Specialist II, SOC TITLE 27-3030 PUB RELATIONS SPECS-3. This is a part time position and cannot exceed 29.5 hours per week.
SUMMARY: Provides and coordinates technical and programmatic assistance for the Community Outreach Office in the development and implementation of public outreach activities to support the Division of Homeland Security and Emergency Management’s (HSEM) organizational goals.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education : Bachelor’s degree from a recognized college or university with major study in emergency management, homeland security, business or public administration, communications, public relations, planning or related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years’ professional or paraprofessional experience in program administration with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification : Must possess a valid driver’s license.
S PECIAL REQUIREMENTS:
1. Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
2. As necessary, must work a flexible schedule to include nights and weekends, to accomplish the mission of HSEM. Must carry a cell phone or other mobile notification device.
RESPONSIBILITIES:
Coordinates and consults with other state agencies and community officials to promote existing and proposed preparedness programs by assisting with the development of press releases, outreach activities and related projects that are comm unity- specific .
Manages public outreach events including interacting with the public of all types and ages, including public and private entities, associations, groups, agencies, etc. and makes formal presentations on HSEMs Preparedness Program.
Organizes on-going program planning and assists in the development of the Preparedness Program plan which includes long and short term goals. Oversees the development and implementation of the program’s evaluation plans, and monitors progress toward performance metrics.
Researches, develops and organizes preparedness activities, plans and resources in collaboration with state, local, federal and private sector partners to ensure materials are up-to-date, accurate and engaging.
Collects and analyzes program and tracking data in order to develop reports and make recommendations for necessary changes in the Preparedness Program operations; offers recommendations to supervisor.
Achieves and maintains a level of proficiency in design software, social media platforms and online news platforms (i.e., Adobe Photoshop, InDesign, Illustrator, Contribute, Facebook, YouTube, Twitter, HootSuite , Old Reader, etc.) and designs, modifies, and updates forms, files, plans, procedures and outreach materials including audio, video, digital and paper formats as needed.
Participates in formal and informal quality improvement activities in order to promote increased efficiencies and outcomes for the Community Outreach Office.
