has a full time vacancy for Child Development Bureau Program Assistant

SUMMARY :

To perform paraprofessional duties related to childcare billing and payment and program integrity, including, but not limited to monitoring and audits, and informing and training child care providers of billing and payment policies and practices. Compiles reports using databases and spreadsheets. Assists in the efficient operation of the Child Development Bureau. Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:

Education: Associate's degree from a recognized college or technical institute with major study in business administration, accounting, or public administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in accounting, office management, fiscal operations, and/or administrative support, with responsibility for providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver's license and/or access to transportation for use in statewide travel.

RESPONSIBILITIES:

  • Assumes the responsibility for performing regular, ongoing monitoring and audits of childcare billing to ensure accurate billing and program integrity and provides program guidance and training to child care providers when billing inaccuracies are found.
  • Ensures bills are resubmitted correctly and recoups overpayments when necessary. Assists the Enrollment/Improper Payment Specialist in the investigation of improper payments or fraud. Researches child care claim information utilizing NH BRIDGES (Automated Case Management and Payment System) and New HEIGHTS to investigate and resolve child care billing and payment.
  • Assists in reviewing and making recommendations to clarify policy regarding billing and payment procedures in addition to recommending changes to improve the flow of work within the Child Development Bureau.
  • Assists Child Development Bureau staff in planning and creating informational and training materials as well as conducting child care provider training for the child care provider community regarding billing and payment, including web billing.
  • Assists Child Development Bureau staff in processing documentation for credentials and other application processes’
  • Researches and responds to questions from other staff and providers pertaining to established policy and procedures related to child care billing and payment.
  • Researches and compiles specialized program information for the purpose of generating reports to be used by superiors in identifying trend analysis and supporting cost containment efforts.
  • Assumes some responsibilities of the Provider Relations Specialist and Enrollment/Improper Payment Specialist of the Child Development Bureau in the absence of the individuals filling these positions.
  • Provides administrative support to the Child Development Bureau Administrator and to other Bureau staff, as assigned by the Administrator.
