ACCOUNTS RECEIVABLE SUPERVISOR

The State of New Hampshire, Department of Transportation, Bureau of Finance & Contracts, has a full-time vacancy for an Accounts Receivable Supervisor (Supervisor VI).
SUMMARY: To supervise accounting staff and manage and direct agency-wide administrative operations for the billing and collection of accounts receivables; including the closing of project files within the Accounts Receivable Work Unit. Develops and maintains written procedures and oversees federal billing compliance with FHWA rules and regulations.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education : Master's degree from an accredited institute of higher education with a major study in accounting, business management, finance, business administration, economics or related field.
Experience : Six (6) years of experience in accounting, business management, finance, business administration, economics or related field, plus four years in a supervisory or management level position in any occupational area. If related to the program area, the supervisory or management experience will count as part of the six years of total experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.
License/Certification : None
SPECIAL REQUIREMENTS : All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
PREFERRED QUALIFICATIONS: Computer proficiency (MS Office).
RESPONSIBILITIES :
Supervises the department's Accounts Receivable Unit; implements and manages federal aid billing and documents and revises applicable written procedures relative to accounts receivable and billing processes in accordance with department and federal guidelines.
Evaluates and maintains final vouchers for federal aid projects, monitors and analyzes reporting for inactive projects and oversees the processing of invoices for federal and state projects.
Recommends personnel actions for subordinate employees; approves leave, conducts performance evaluations, and instructs and trains staff in proper billings and accounts receivable standards and practices.
Provides support, coordination, and direction to agency personnel regarding status and final financial disposition of projects and the financial management of statewide flood and disaster relief projects.
Meets with department and federal officials to understand and implement project billing in accordance with state law and federal guidelines and rules.
