THE SALVATION ARMY
NORTH CENTRAL ILLINOIS DIVISION
Emergency Homeless Assessment and Referral Center
POSITION DESCRIPTION
POSITION TITLE: Shift Monitor
LOCATION/DEPT: Shield of Hope
REPORTS TO: Program Director
FLSA CATEGORY: Non-Exempt
STATUS TYPE: RFT/ FPT
DEPARTMENT MISSION
To support the full mission of The Salvation Army by providing compassionate, professional service to the families residing at the Emergency Homeless Assessment and Referral Center and the community in a team-focused manner with the entire staff.
OUTCOMES
Shift Monitors provide consistent stability and safety to the program through their direct service to the clients. This service includes professional interactions, distribution of basic supplies, communicating with donors, service providers and the community, and offering support to the Program Director and Case Manager. This includes assistance with written and oral communications and while maintaining confidentiality.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Program/Administrative Duties
    1. Perform general front desk duties including reading daily emails, handling mail, managing appointments, handling incoming/outgoing phone calls (directing calls to appropriate staff) in a courteous and professional manner and other related duties.
    2. Facilitate initial placement of guest(s) to the Emergency Homeless and Referral Center to include, but not limited to, conducting orientation and facilitating access to assigned room.
    3. Notify Program Director, Program Coordinator and the Case Managers in writing of any special mental health, and/or dietary accommodations of guests they may disclose.
    4. Conduct nightly bed check of all guests (families) and document.
    5. Prepare unusual incident report and/or program violation reports as needed and/or warranted. Distribute to designated personnel.
    6. Inform Program Director, Security, Program Coordinator and the shift staff of program violations that threaten the life, health, safety intervention (to include emergency services personnel). Contact 911 as needed to immediately address a crisis situation.
    7. Conduct daily room checks, document and submit information to designated
    8. Notify Housekeeping and/or shift staff of impending new placements and guest departures. Provide oversight of guests belongings stored on site for five (5) days. Notify Program Director, Program Coordinator and other shift staff if guest has not retrieved belongings after five days. When necessary clean and prepare newly vacated room for possible new placements.
    9. Perform daily facility checks ("rounds") lock up designated areas as directed.
    10. Maintain confidentiality of guest information (verbal/written).
    11. Perform data entry and/or report writing of daily and/or monthly demographics and program statistics.
    12. Attend designated training when enrollment in the center is low.
    13. Assist the Program Director and Program Coordinator in contacting referral shelter to check on the availability daily.
    14. Assist the Program Director and Program Coordinator in making referrals when vacancies exist that will accommodate client in the Emergency Homeless Assessment and Referral Center when vacancies exist at referral shelters or other suitable housing can be arranged.
    15. Work with the Program Director and Program Coordinator to relocate or place clients enrolled in the Emergency Homeless Assessment and Referral Center in appropriate/affordable alternative housing within ten to twelve days of enrollment.
  2. Client Interaction
    1. Serve as meal monitor on assigned days (or as required) to provide coverage. Encourage guest compliance by checking on-site availability of guests. Verbally request guests attendance at breakfast if on-site.
    2. Prompt guests to adhere to program guidelines for appropriate conduct and utilization of program services and facilities.
    3. Perform safety checks of guests' baggage and/or guest rooms as necessary to prevent the concealment and storage of alcohol, drugs, weapons, and/or hazardous materials (i.e., combustible/fire agents, smoking materials or other) as necessary or upon request by case management and/or supervisory staff.
    4. Direct guests to address any/all social service issues to the Program Director, Program Coordinator and assigned Case Manager (Program Coordinator during absences). This includes issues pertaining to family, self, mental health/emotional, financial, substance abuse, parenting, and/or physical).
    5. Promote the supervision of minor children at all times during guest placement. May provide verbal prompting to parents (in cases of non-compliance). Document and report non-compliance of parental supervision to Program Director, Program Coordinator and/or Case Manager.
    6. Store and distribute guest cigarettes and smoking paraphernalia. Discourage and monitor guest compliance with no smoking on site or in guest room, only the outdoor designated areas.
  3. Other Duties
    1. Report maintenance requests to Program Director, Program Coordinator and janitor and document as required.
    2. Provide light housekeeping tasks, i.e. straightening up the conference room and copy room, some vacuuming, sweeping, moping and trash and snow removal.
    3. Provide assistance in ensuring coordinated efforts with other areas, as assigned.
    4. Attend staff meetings as required.
    5. Wear Salvation Army uniform shirt during shift at all times. Shirts must be returned at time of termination/resignation.
  4. All other duties as assigned.
REPORTING RELATIONSHIPS
This position reports to the Program Director of The Emergency Homeless Assessment and Response Center.
In contacts related to this position's duties, this individual act as a representative of The Salvation Army and its mission.
PERFORMANCE MEASUREMENTS
This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the timeliness, accuracy and completeness of accomplishing assigned goals.
An evaluation of how effectively staff responds to the services being provided will also be done.
A 30, 60, and 90-day performance review will be conducted.
EDUCATION/EXPERIENCE
  • Minimum of high school diploma or GED equivalent.
  • 2 years' work experience working with homeless families or individuals.
COMPETENCIES

  • Good communication and interpersonal skills.
  • Knowledge of or a willingness and aptitude to learn the concepts involved with serving low-income families.
  • Demonstrated ability to use initiative and be a self-starter.

  • A positive attitude and the ability to be flexible in light of changing job situations/priorities.
POSITION LIMITATIONS
This individual will only commit Army resources that have been allocated or authorized.
This individual will keep the Program Director informed on all critical issues relating to his/her area of responsibility.
This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
A 30, 60, and 90-day performance review will be conducted.
PHYSICAL DEMANDS/WORK ENVIRONMENT
  • This position is required to do light physical work and must be able to walk up three flights of stairs at a time and lift up to 35 pounds. Push and pull objects up to 50 pounds.
  • In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC.
  • The work environment for this position is a residential environment with a low to moderate noise level.
