Leadership by Values

Operational Excellence

  • Develop, facilitate, and implement all phases of the recruitment process that includes the requisition approval, job posting and advertisement, candidate sourcing, interview coordination, offer and negotiation, and health and professional screenings. 
  • Devise and implement sourcing strategies to build pipelines of potential applicants, such as building partnerships with local and regional colleges, collaborating with local high schools, participating in local networking events, using technology and social media as a tool to source candidates or reach candidates, etc. 
  • Ensure an equitable recruitment process for sourcing, interviewing, and selecting candidates and provide technical HR guidance and direction to ensure our hiring practices and decisions are free from discriminatory practices.
  • Collaborate with the Culture and Engagement Manager to ensure the initiatives are incorporated into the District’s recruitment strategies to support a diverse, equitable and belonging environment for all candidates and rehires.
  • Develop a comprehensive internship program district-wide that creates meaningful work experiences for the interns and the operations and create metrics to measure the success of the program.
  • Identify current internship opportunities and work to expand the opportunities for other departments. This will include posting internship positions, developing an internship pipeline of students, identifying meaningful projects with department supervisors, providing mentors for each intern, etc.
  • Identifies and implements competitive, efficient and effective recruiting methods and strategies based on the position, candidate pool, industry standards and resources, and the needs of the organization.
  • Collaborates with Hiring Managers in screening of applications and selection of qualified candidates.
  • Schedules and facilitates interviews; oversees preparation of interview questions and other hiring and selection materials.
  • Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary offers, incentives, start dates, and other pertinent details.
  • Oversees the onboarding processes to include new hire paperwork and departmental checklists, ensuring a smooth and welcoming onboarding experience.
  • Manages the electronic hiring platforms and ensures accurate and timely postings, as well as removal of postings when recruitment is complete.
  • Collaborate with hiring managers to identify and draft detailed and accurate job descriptions and hiring criteria. Ensures job description format consistencies district wide. 
  • Assists with yearly job descriptions updates.
  • Collects and analyzes data, trends and recruitment metrics to maintain a competitive workforce. This includes providing reports to supervisor upon request. 
  • Oversees candidate screenings to include but not limited to professional references, credentials, verifying experience, criminal background screenings, pre-employment screenings and on-going random drug testing. 
  • Contacts hiring managers post-interview to assess potential for placement; gathers feedback if placement is unsuccessful.
  • Conduct recruitment trainings for hiring managers. 
  • Provide guidance and direction to staff based on human resources policies and procedures, supporting organizational internal controls, meeting deadlines, and fulfilling operational needs.
  • Assist in the development of the department’s annual budget and strategic planning.
  • Ensure compliance with I-9 documents, including verification, and offer recruitment services and expert guidance during extended hours to accommodate varying schedules and needs.
  • Assist in the employment branding that makes the organization a distinct employer of choice. 
  • Oversee and implement recruitment policies and procedures that are aligned with state and federal regulations.

Teamwork

  • Provides administrative support to the HR Operations Manager as needed, ensuring smooth functioning of HR operations.
  • Assist the human resources team with planning, executing special events or projects, and providing onsite presence at operations to promote recognition programs.
  • Participate in internal committees and meetings requiring HR representation, and act as staff liaison when necessary for the HR Operations Manager.
  • Required to attend and contribute to District meetings, including Rockford Park District Board meetings, as requested.

Compliance

  • Remains current on industry recruitment and internship practices and standards by attending relevant seminars and trainings. 
  • Maintains a working knowledge of department safety procedures. Attend safety training programs and educational in-service trainings as required. 
  • Required to attend and participate in District meetings, including Rockford Park District Board meetings, when requested.
  • Ensure compliance with federal, state, and local employment laws and regulations, and company policies.
  • Maintain accurate recruitment documents and records according to state record and retention requirements.
  • Assist in maintaining compliance with federal and state regulations related to HR functions, including administering company handbook policies.
  • Maintain memberships and affiliations with professional organizations relevant to the industry.
  • Help ensure adherence to policies and legal regulations across all aspects of human resources.
