Environmental Health Program Supervisors perform health inspections of various facilities to ensure compliance with local, state, and federal regulations. They provide information and education to owners and operators of various facilities regarding compliance to regulations, and oversee the issuance and revocation of permits. The work they perform includes conducting in person inspections to identify deficiencies in compliance of various public health standards. Employees in this job class are responsible for reporting such violations to appropriate agencies. Environmental Health Program Supervisors are often in the field conducting their work where they may come in contact with a variety of situations and circumstances. In addition to field and inspection work, they have supervisory responsibility over Environmental Health Specialists. This includes assigning and monitoring their work, providing training and guidance, and engaging in the professional development of staff.
TYPICAL JOB DUTIES:
  • Performs administrative tasks such as maintaining records, gathering/documenting information, preparing resolutions, and updating systems in order to document and coordinate the work of the environmental health inspection unit.
  • Communicates with individuals (e.g., citizens, inspectors, supervisors, other departments, and/or department managers) in an effort to represent the department, answer questions, and/or explain information (e.g., law, codes, ordinances).
  • Conducts health inspections of facilities, sites, and/or equipment by contacting property owners, collecting data samples, identifying hazards and interpreting laws in order to ensure compliance with public health rules and regulations.
  • Assigns public health scores after completion of inspections in order to rate the overall level of compliance for inspection sites.
  • Collects various samples (e.g., food, water, air) from inspection sites in order to identify relevant public health violations.
  • Interprets relevant environmental laws and regulations in order to determine if inspection sites are incompliance with public health regulations.
  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
MINIMUM QUALIFICATIONS:
  • Driver's license.
  • Bachelor’s degree from an accredited college or university.
  • Experience working in the field of Environmental Health (e.g., performing environmental services inspections, identifying hazards, investigating environmental services complaints (sewer systems, food establishments, facility cleanliness).
PREFERRED QUALIFICATIONS:
Preferred Qualifications are examples of experience and education considered to be highly desirable by hiring agencies.
  • Familiarization of current environmental health codes (e.g., food codes, air pollution, onsite and community sanitation, storm water).
  • Experience in a supervisory role.
  • Experience performing inspections in specialized areas (e.g., food/lodging, community environmental protection, air pollution and radiation).

CRITICAL KNOWLEDGES:
  • Knowledge of basic biology principles.
  • Knowledge of environmental health investigations, inspections, audits, statutes, regulations and standards such as design, date evaluation, and risk assessment.
  • Knowledge of federal, state and local laws, regulations and guidelines pertaining to environmental health practices and safety programs.
  • Knowledge of field inspection procedures and techniques.
  • Knowledge of health hazards and sanitation problems of institutions (hospitals, nursing homes).
  • Knowledge of Jefferson County Department of Health rules and regulations regarding inspections and investigations of environmental health cases.
  • Knowledge of safety procedures and practices associated with field monitoring activities and conducting laboratory analyses.
WORK ENVIRONMENT:
Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residences, and construction worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc.
PHYSICAL DEMANDS:
Job involves moderate physical exertion required for occasional periods of standing, walking, lifting, carrying, balancing, climbing, stooping, kneeling, or crouching. May involve occasional light lifting of items or objects weighing up to 25 lbs.
