Salary Range: 155,000-176,600 

Responsibilities

The Vice President, Foster Care oversees The Foundling’s programming for youth and families involved in the foster care program operating throughout New York City, and Residential program in the Bronx, managing a program slot capacity in Enhanced Foster Care of 480, Residential Young Parenting Program of 36 and foster homes of 450 , while strategizing to increase contract for business growth. The person will be a member of The Foundling’s senior staff team, working in a shared leadership environment with the senior staff team and others to set vision, leadership, and performance standards for the programs. Work closely with the leadership team to develop strategies and budgetary planning for meeting client needs, achieving programmatic and funding goals. Forms relationships with state, federal and other non-profit organizations for community welfare, while maintaining strong community relationships and routinely identifying new opportunities for collaboration and partnerships. The VP will be responsible for maintaining service excellence for the programs in their portfolio, which comprise a $30M budget and oversight of over 200 staff members. They will also be responsible for the clinical and financial performance of programs within their portfolio, including serving as the leader and voice of clinical excellence, and driving the development of clinical innovation, best practice standards, while keeping client and youth voice at the heart of service delivery.

  • Responsible for maintaining programmatic service excellence, quality management, and infrastructure to support and advance the services needed to meet families and program’s needs.
  • Design and /or implement community-based evidence-based programs, and other promising Evidence Based models, service innovation, in accordance with fidelity requirements, funder regulations, and within The Foundlings mission/values.
  • Recruits and hires staff for foster care in consultation with the program leadership and clinical staff, coordinates the training and cross- training of staff with model developers and their purveyor organizations, and supports the efforts of clinical supervisors and developers to identify and develop clinical competencies needed to execute Enhanced Family Foster Care (EFFC) and Young Pregnant, Parenting and Post Partum (YPPP)
  • Models and promotes dependable, responsible, professional and accountable behavior as well as positive program norms and teamwork across all programs working within foster care.
  • Ensure full program compliance with state or funding regulator/licensor, ex. OMH, DOHMH, DOE, ACS, OCFS, etc.
  • Provide leadership and guidance to the leadership team, fostering a collaborative and effective team environment. Work closely with leadership team to identify opportunities for strategic program expansion, innovation, and improvement. Establish and maintain quality assurance measures to ensure that programs meet agency and funder standards and that clients receive high- quality services.
  • Responds with urgency and intentionality when addressing the time sensitive needs of children and families along with other staff demonstrates approachability and an interest in listening to, building trust, and supporting bio and foster parents, children, and youth.
  • Communicates as a regular senior team member and works closely with all other agency departments. Works with NYF Development Team and program administration to develop fundraising strategies, grant proposals, and external communication strategies. Works with finance to achieve budget compliance and maximize revenue and reimbursement. Works with Human Resources to identify opportunities for staff hire, retention, development, and cultural activities.
  • Develop KPIs and outcomes to ensure metrics align with NYF strategic plan, goals and mission, as well as stakeholder’s metrics.
  • Represent The New York Foundling at stakeholder meetings, business development, and/or relationship building opportunities.
  • Stay abreast of the changing landscape in service delivery/funding models on Federal, State and City level. Assess new opportunities for innovation in new models by assessing new opportunities and measuring outcomes for children/youth and families served.
  • Create vision for innovative approaches to leveraging services, including developing and leading our transformation to outcome-driven services for families and children.
  • Oversee and review the collection of program data and ensure accurate and timely reporting to track program performance, outcomes, and impact. Use this data to make data-informed decisions and drive continuous improvements.
  • Manage program budgets, monitor, and regularly assess efficiencies and implement resolutions to address any operational deficits.
  • Participate in NY Foundling managerial and senior staff meetings, and Chair Meetings for the division.
  • Adhere to The Foundling’s employee policies, Code of Conduct and applicable rules, laws, regulations, or bargaining agreements.

  • Provide On call Support for After Hours and Weekend- on a rotating basis.
  • Perform other duties as assigned, including, but not limited to, participating in staff conferences, retreats, agency, and stakeholder fairs, assisting with special organizational projects/events, and speaking engagements.

Salary Range: 155,000-176,600

Qualifications

Other Requirements

  • Master’s degree in social services, Health Care Administration, Public Policy, or another relevant field. Advanced degree preferred.
  • 8 years of progressive management and leadership experience with a proven track record; and experience in the foster care and child welfare realm.

Preferred Experience/Knowledge:

  • Knowledge of the principles and practices of program administration, organizational design, fiscal management and government regulations and reimbursements.
  • Knowledge of NYC Court System and Child Welfare System
  • Knowledge of Residential and Community Foster Care Operations
  • Knowledge of a variety of services and funding streams for services for Community Based Services
  • Coordination of services with other community providers and program promotion and marketing.
  • School based mental health service experience.
  • Direct use of programmatic (i.e. structural, strategic, and functional) family therapies.
  • Networking within NYC agencies.
  • Understanding of foster care and other child welfare programs that support overall health and collaboration for families in the foster care sector
  • Awareness of state and city regulations and protocols for Child Welfare
