SUMMARY Of DUTIESThe Chief Program Officer (CPO) is responsible for all aspects of non-clinical services, rehabilitative services, housing services and programs, peer services, adult care management services, and overseeing designated administrative functions. The CPO will lead, manage, and coordinate the work of multiple program areas and is responsible for successful cross-coordination between other departments. The CPO is responsible for the overall executive oversight and supervision of the aforementioned program areas, services, staff, and volunteers.
SPECIFIC DUTIES And RESPONSIBILITIES
  • Executive responsibility for program development, budget development and implementation, compliance with external accountability sources, program monitoring, maintaining the highest standards for treatment, and continuous quality improvement.
  • Maintain a high level of fiscal responsibility.
  • Establish annual program continuous quality initiatives and monitor results.
  • Communicate, execute, and sustain program and strategic initiatives.
  • Translate strategies into actionable and concrete action plans.
  • Establish and execute new program protocols and practices, ensure all standards of care are followed, and assure staff receive and utilize advanced training opportunities.
  • Partner with the Chief Digital, Compliance, and Privacy Officer and Sr. Director of Quality Assurance to ensure that key program metrics are established, collected, analyzed, and utilized to drive improvement and change in programs.
  • Raise the profile, internally and externally, of the agency’s programs and services.
  • Partner with the Advancement Department and assist with writing grants for new lines of business.
  • Participate in developing external relationships to ensure new opportunities for innovation and program expansion.
  • Represent the agency by participating in relevant community meetings.
  • Represent the organization externally across a wide range of stakeholders.
  • Serve as a liaison to local key government agencies or other community partners.
  • Coordinate and analyze program data to inform the programmatic and operational decision-making process.
  • Executive oversight and adherence to program contracts with DCMH, DSS, and others.
  • Follow established agency policies and maintain the highest professional standards.
  • Establish and maintain a culture that is recovery-oriented, trauma-informed, and grounded in service excellence.
  • Provide supervision, mentoring, coaching, and performance reviews for all direct reports.
  • Provide reports to the board of directors and attend board meetings or committees as needed.
  • Responsible for adhering to all standards and guidelines established by applicable regulatory authorities i.e., OMH, DOH, and DCMH.
  • Other related duties as guided by the Chief Executive Officer.
REQUIRED KNOWLEDGE And SKILLS

  • understand employment and labor laws.
  • The CPO must have excellent skills in utilizing Microsoft Office and Electronic Health Record systems; Knowledge in Netsmart myEvolv is preferred.
  • The CPO is a skilled manager with experience interacting with other executive team members.
Qualifications
  • The CPO shall be an experienced mental health professional as defined by Part 585 of the OHM regulations. A licensed LCSW, LMHC, LMSW, or PHD is preferred.
  • The CPO must have at least 5 years of experience in upper management-level positions.
  • The CPO must have excellent written and verbal communication skills.
  • Must be reliable and able to work independently and understand the importance of maintaining confidentiality.
  • The CPO must have a valid Driver’s License and a driving record that is satisfactory to our
  • insurance carrier.
  • The CPO must maintain current New York State Defensive Driving certification.
  • The CPO must be cleared by the NYS Justice Center through fingerprinting for a Criminal History Records search.
  • The CPO must be cleared by the NYS Office of Children and Family Services for instances of child abuse and/or neglect.
  • The CPO must be legally eligible to work in the United States.
