Description

PLEASE NOTE THAT THIS IS NOT A MERIT OR COLLECTIVE BARGAINING UNIT POSITON FOR THE M-NCPPC. ANY INDIVIDUAL HIRED FOR THIS POSITION WILL BE AN EMPLOYEE OF THE EMPLOYEES’ RETIREMENT SYSTEM.
The Employees’ Retirement System (ERS) is responsible for managing, protecting, diversifying, and administering benefits for the employees and beneficiaries of the Maryland-National Capital Park and Planning Commission.
GENERAL SUMMARY:
The Deputy Executive Director, reporting to the Executive Director, of the Employees’ Retirement System, works cooperatively with the ERS’ management team and serves as second-in-command to the Executive Director. The Deputy Executive Director assists in planning, developing, and evaluating goals, programs, policies, and procedures, acts as an intermediary for the Executive Director in highly sensitive and critical matters and is responsible for implementation and coordination of the day-to-day functions and operations of the Employees’ Retirement System (“System”). Recommends and implements Board policies and procedures, which are required by the Board to discharge its statutory and regulatory responsibilities.

Examples of Important Duties

  • Supervises staff, implements programs, policies, and procedures, and manages the day-to-day operations of the fund consistent with established rules, regulations, and policies of the Board of Trustees. Refers to the Executive Director on matters requiring policy guidance.
  • Develops and recommends administrative policies and procedures relating to all facets of public pension plan administration.
  • Prepares reports, memoranda, solicitations, special studies, and research as required, for the ERS and/or Board. Attends all Board and Committee meetings with the Executive Director and acts in the absence of the Executive Director at these meetings.
  • Coordinates projects with fund managers, consultants, actuaries, trustees, investment advisors, lawyers, and other service providers as necessary. Assists the Executive Director with the establishment of internal systems and procedures for investment managers, reviews investment performance and performance against objectives. Assists with monitoring the performance of external service providers against the stated deliverables, budgeted expenses, and other contractual requirements.
  • Supervises the ERS’ accounting, record keeping, information technology, benefit processing and member relations functions as well as the respective work programs. Direct reports include the Accounting Manager, Member Relations Manager and Software Manager..
  • Evaluates staff including preparation of individual performance plans, mid and end of period performance appraisals, and development of individual development plans when needed. Makes recommendations on new hires and terminations to the Executive Director.
  • Provides key inputs into formulation and presentation of the annual administrative budget. Upon approval by the Board, ensures operation of the fund within the approved budget.
  • Approves cash transfers for benefit payments, expenses, portfolio rebalancing activities, and capital calls for private equity managers.
  • Reviews and assists in the preparation of contractual documentation between the ERS and its service providers.
  • Assures compliance with Federal, State, and local legal and regulatory requirements. Monitors local, State, and national legislation potentially impacting the ERS. Oversees the FOIA/MPIA process.
  • Performs professional duties and special projects as assigned. Acts in the Executive Director’s absence.
KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of the domestic and international financial markets and economics.
  • Knowledge of applicable legislative and regulatory processes.
  • Knowledge of local employee benefits law and regulations.
  • Knowledge of procedural rules, regulations and guidelines guiding the operations of a pension system.
  • Knowledge of management principles including the ability to hire, motivate, develop, and delegate to senior staff.
  • Knowledge of accounting, investments, actuarial services, and legal compliance requirements.
  • Must be highly organized and have ability to plan, organize, prioritize, and multi-task on numerous complex simultaneous projects while meeting time sensitive deadlines.
  • Must possess experience needed to understand the functions and interrelationships of master custodian(s), investment consultants, actuaries, auditor(s), legal counsel(s), and the investment managers.
  • Excellent oral and written communication skills.
  • Excellent interpersonal and leadership skills.
  • The ideal candidate will have demonstrated leadership, analytical and problem solving skills, financial management, investment, and strategic planning skills along with a collaborative management style.
WORKING CONDITIONS:
Duties primarily performed in the office with flexibility for telework. Considerable pressure to meet deadlines.

Minimum Qualifications

  • Bachelor’s degree in finance, business, public administration or a related field.
  • At least five years progressively responsible pension experience and proven ability to successfully manage a pension fund or similar operation.
  • An equivalent combination of education and experience, and/or five to ten years of proven ability to successfully manage a pension fund or similar operation.
