Organization Profile
The Office of International Mission (OIM) of The Lutheran Church—Missouri Synod (LCMS) carries out its roles and responsibilities as established by LCMS Constitution and Bylaws, giving primary focus to fulfillment of mission emphases, priorities and assignments provided by the Synod in convention, goals set by the President of Synod and policies developed and determined by the Board for International Mission (BIM). The OIM is responsible to the President through the Chief Mission Officer (CMO) for all LCMS mission and ministry work — including the recruitment, training, deployment and support of called or appointed church missionaries and military chaplains — in all overseas foreign mission areas of Synod. Through the CMO, the OIM receives direction from the President with respect to all aspects of its responsibilities, plans and operations.
Reporting Relationships
Reports and is directly accountable to the CMO. Is ultimately accountable to the Synod President. He shall regularly, freely and directly inform, consult and advise the President of significant theological and practical matters of concern, so as to assist the President in the fulfillment of his supervisory responsibilities (2023 LCMS Bylaw 3.3.1.2). Works closely with President’s staff, including Church Relations, and CMO’s other direct reports, including the Executive Director of the Office of National Mission, the Executive Director of the Office of Pastoral Education, the Executive Director of Communications and the Executive Director of Mission Advancement. Under the supervision of the CMO, serves as staff resource to the BIM. Supervises and oversees all OIM staff.
Essential Job Functions
Under the leadership and direction of the President, is responsible to the President through the CMO for the supervision and oversight of all staff, programs, projects and activities of all ministries organized within the OIM that serve the ministry and mission objectives of congregations and congregation members throughout the Synod in all overseas foreign mission areas of Synod.
Principal Job Responsibilities
  • Supervise all OIM day-to-day operations and ministry, programmatic and coordinative functions.
  • Facilitate with the CMO regular meetings as needed between the President and various OIM staff (especially regional directors) to inform the President of missiological/theological events and trends, events in world Lutheranism among partners and others, mission endeavors, mercy work, etc.
  • Supervise the recruitment, training, deployment and support of called or appointed church missionaries and military chaplains working in all overseas foreign mission areas of Synod.
  • Supervise OIM’s leadership role and responsibilities in Synod’s international theological education initiatives.
  • Supervise the expansion of the “Foro” model in all areas of LCMS global mission.
  • Supervise the Short-Term Missions department in its role to support and coordinate short term mission teams deployed from the Synod’s congregations, schools, other Synod agencies, auxiliaries and Recognized Service Organizations (RSOs).
  • Provide leadership for the regular publication of a mission journal and other sound missiological literature in cooperation with CR, CTCR, the seminaries and others.
  • Supervise the Ministry to the Armed Forces department in its role to establish, extend and support the work of the Synod military chaplaincy.
  • Supervise and support, at the direction of the CMO, the establishment, maintenance and coordination of the work of LCMS international schools.
  • Design, develop, and implement OIM strategic and operational plans so that the triennial mission and ministry emphasis and correspondent priorities (affirmed by the Synod in convention), the policies of the BIM and the President's goals are upheld, fulfilled and accomplished.
  • Supervise OIM budget development and ongoing OIM financial performance, to facilitate proper accounting and management of revenues and expenses within approved budget amounts, categories and classifications. Ensure that the OIM plans are budgeted and executed in a cost-effective and timely manner.
  • Serve as staff resource to the BIM, working with the board chair and CMO to develop board agendas, provide information, resources, reports and/or program updates as requested.
  • Closely coordinate the work of OIM with the Director of Church Relations (CR) on church relations matters pertaining to current and emerging partner churches and leaders, maintaining a keen awareness of CR objectives and activities — which includes the facilitation of theological education in emerging confessional Lutheran churches — while safeguarding the rights of partner churches and maintaining adherence to established church partner protocol agreements.
  • Consult and collaborate with the President, LCMS senior leadership and staff, agencies and affiliated entities to formulate and implement procedures and structure that facilitate staff sharing, contribution and consultation on projects throughout the national office. Develop, review and improve inter-unit work flow processes and increase consideration of inter-unit impact and planning/operating efficiencies, in order to produce desired national office outcomes and demonstrate world-class stewardship of all resources.
  • Serve as a leadership resource and liaison to congregations, districts and other Synod agencies, auxiliaries and RSOs through direct contacts and nurture of working relationships that promote and strengthen the work of OIM.
  • Supervise the granting of RSO status to applying organizations that that have satisfactorily met all LCMS requirements and primarily serve constituents and beneficiaries outside of the United States.
  • Work closely with the Executive Director of Mission Advancement, donors, grantors, and other Synod constituents and stakeholders to initiate or nurture beneficial relationships as a means to generate additional funds and resources for the work of OIM.
  • Assist with and participate on various task forces, committees and/or convention floor committees, as requested.
  • Other tasks, assignments and initiatives as directed by CMO and/or President.
Education and Experience
  • Faithful to the Holy Scriptures and the Lutheran Confessions and supportive of the Synod’s Constitution, Bylaws and policies.
  • Rostered member of The Lutheran Church—Missouri Synod, commissioned or ordained.
  • Master’s degree in theology (ordained with MDiv, STM and/or PhD preferred), education, or related field or the equivalent in practical knowledge and experience.
  • Significant missionary and overseas mission leadership experience.
  • A minimum of three years (five years preferred) of experience serving in a non-profit, church-related organization.
  • Significant senior leadership experience (supervising employee and/or volunteer teams within a multifaceted organizational structure) strongly preferred.
  • Education, family/work experience and/or familiarity with mission and ministry, church planting, theological education, mercy work and/or church leadership outside of the United States strongly preferred.
Knowledge, Skills and Abilities
  • Keen knowledge of and concurrence with the doctrine, practices, mission, structure and programmatic ministries of The Lutheran Church—Missouri Synod.
  • Strong theological ability to articulate an orthodox missiology for the church in every dynamically changing circumstance.
  • Demonstration of advanced global situational awareness, recognizing and appreciating unique factors impacting Lutheran and other religious communities around the world, as well as understanding cultural and environmental factors that influence OIM goals.
  • Familiarity and ability to engage/work effectively with a broad spectrum of Synod stakeholders: LCMS senior national and district leadership, rostered workers, agencies, auxiliaries and other partners of Synod.
  • General awareness and familiarity with strategic and operational planning, business administrative and management principles and responsible practices with respect to human resources, information technology, contractual arrangements, other legal matters, etc.
  • Ability to understand and manage organization budgets and make appropriate leadership decisions from LCMS accounting systems and information.
  • Ability to supervise, mentor, teach and coach staff of significant size (currently 20 employed within OIM St. Louis, 100 deployed career and limited-term missionaries, 25 “alliance” missionaries (often church workers from partner churches, not on the LCMS roster), plus contracted consultants and other staff resources.
  • Capacity to travel extensively, both internationally and domestically.
  • Demonstrated discretion and judgment in confidential matters.
  • Strong communication abilities, written and oral.
  • Ability to prioritize activities and work effectively under the time and manpower constraints.
  • Ability to develop and execute strategic and operational plans.
Supervisory Responsibility
The OIM executive director is responsible for the development and all activities of the OIM staff who are working locally in-office and deployed remotely.
