The J, Arthur Trudeau Memorial Center is seeking a Talent Development Director (TDD) who will be responsible for the overall administration of the agency’s recruitment, retention, training programs as well as the overall implementation of human capital acquisition and talent management within each of the agency’s programs. As a leader, the Talent Development Director will lead agency initiatives related to compliance, talent mapping, training programs, etc. The TDD also serves as a supervisor and mentor for the Talent Development Manager and is responsible for ensuring that the work requirements of the role are completed efficiently and accurately. In addition, the TDD is expected to work alongside the Director of Human Resources to determine employee needs and propose critical changes within the organization. This role reports directly to the VP of Human Resources and may require additional administrative/financial duties as assigned.

Essential Work Duties:

Oversee the agency’s recruitment process; set recruitment goals, manage recruitment data reports, respond to open vacancies and coordinate hiring strategies/activity as needed. · Design, implement and facilitate program-informed retention strategies to support department needs and organizational effectiveness · Support program directors and leadership with hiring decisions and recruitment activity, such as: interviewing, compensation negotiation, candidate screenings, etc. · Foster and maintain external relationships with external vendors, educational institutions, and community organizations. For example: managing vendor relationships with recruitment software accounts, coordinating hiring opportunities through university relationships, and attending community events to increase agency visibility and employment opportunities. · Provide guidance and direction on Talent Development programs and procedures, such as: tuition reimbursement, third-party employee contracts, sign-on bonuses, years of service, exit/stay interviews, etc. · Design, implement and facilitate a manager (supervisor) training program that can be used across the agency and individual programs · Provide detailed reports and analysis pertaining to: tenure, turnover, YTD termination analysis, candidate demographics, hard-to-fill positions and market competition data, etc. · Work alongside Director of Human Resources to support compensation & benefits program design · Provide supervision, mentorship and support to the Talent Development Manager: address performance matters, navigate leave requirements, delegate and manage employee assignments and work duties, etc.

Minimal Qualifications: Preferred Qualifications

  • Bachelor’s degree
  • At least 3 years of experience in talent, recruitment or human resource management
  • Experience with recruitment reporting & platform management
  • 2-3 years providing employee relations support.
  • Demonstrated knowledge and experience serving in a supervisory role
  • Ability to develop and implement program initiatives as directed within expected deadline
  • Ability to review and analyze data and provide detailed reports and recommendations
  • SHRM-SCP or related HRCI certification
  • Masters in Human Resource Management or related degree program
  • General knowledge of employment law and policy administration
  • 3 years of industry experience and/or knowledge

Working Conditions & Capabilities:

Varied and flexible to include office conditions (telephone, computer, etc.), external companies and businesses, at the employment location, facility-based workshop or the homes of the person served, etc. Must perform the job tasks of the person served to provide and utilize effective training techniques. Staffing needs and operational demands may necessitate variations in starting and ending times, as well as variations in the total hours that may be scheduled each day and week, and the location(s) of the work assignment.
