Utility Supervisor

Provide supervisory and technical oversight of municipal water distribution and drainage and sewer systems and respond to customer service requests. Supervise and develop staff in a manner that inspires professionalism, strong inter- and intradepartmental communication, team building and alignment with city values. Supervise and participate to support the work of utilities maintenance employees. Schedule work, coordinate resources and maintain records to ensure effective and efficient completion of construction, repair and maintenance activities of city-owned equipment, facilities, systems and properties.

Supervise and develop staff in a manner that inspires professionalism, strong inter- and intradepartmental communication, team building and alignment with city values.

  • Recommend and/or assist in the development and enforcement of city rules, regulations, policies and procedures ensuring all city rules, regulations, policies and procedures are followed.

  • Recommend hiring, discipline and discharge of employees, as necessary.

Direct, coordinate and supervise activities of division employees.

  • Plan, prioritize, schedule and document work duties and assignments.

  • Assign employees, equipment and materials to work crews to ensure project completion.

  • Provide work direction, inspect work and complete the work with employees to ensure effective time and resource utilization.

  • Recommend revisions in work procedures, training, and equipment to accomplish goals.

Provide supervisory and technical oversight of drainage, municipal water and sanitary sewer system.

  • Oversee, direct and conduct various preventative maintenance activities on municipal water, drainage and sewer system.

  • Oversee, complete or assist in water distribution system repair and replacement.

  • Assist in water production system repair and replacement.

  • Oversee, complete or assist in drainage and sewer system repair and replacement.

  • Support other city divisions and activities in a proactive manner.

  • Oversee and direct utility operations performed by private contractors to ensure agreed upon outcomes.

Respond to customer service requests and system malfunction alarms for sewer, drainage and water system.

  • Respond professionally and timely to drainage, water and sewer related customer questions.

  • Investigate the nature and source of problems.

  • Attempt to identify corrective means needed.

  • Determine appropriate party to make corrections, if necessary.

  • Prepare and submit necessary records to Public Works Operations Manager.

Perform maintenance duties of Public Works Maintenance Person as assigned or as needed.

Administrative Duties

  • Investigate citizen complaints, recommend appropriate solutions and implement solution as appropriate.

  • Maintain records as appropriate regarding personnel, parts inventory, supplies, work orders, inspection reports and record all other programs pertaining to equipment maintenance.

  • Assist with developing the budget and ensuring that expenditures do not exceed the approved budget.

  • Conduct research including data gathering and recommendations for improving day-to-day work operations.

  • Lead in the training of employees in equipment operations, safety requirements and work procedures.

  • Direct and oversee asset management for drainage, water and sewer related systems to help effectuate efficient delegation and tracking of work tasks in addition to informing future capital improvement program investment decisions. 

  • Oversee and direct capital improvement projects.

  • Order supplies and materials to conduct maintenance repairs.

  • Provide recommendations for fleet replacement or additional assets relating to the operations of the drainage, water and sewer systems. Participate in long and short term planning for the division and the department.

Perform related work and responsibilities as apparent or assigned. 

Minimum Qualifications

  • Demonstrated ability to perform in accordance with the City of Plymouth’s CIVIC values (customer focus, integrity, visionary, inclusion and connection) and comfort with supporting and advancing the city council’s strategic priorities.

  • Associate’s Degree in related field or equivalent education and training.

  • Three years’ experience as a maintenance worker or lead doing work comparable to that done by the division.

  • Two years of supervisory experience.

  • Complete familiarity with equipment, procedures and personnel requirements for completion of day-to-day work objectives.

  • Class D Water Operator Certificate within one year of hire date.

  • Class C Water Operator Certificate within two years of hire date.

  • Class “S-D” Wastewater Certificate within one year of hire date..

  • Ability to obtain Valid Class "A" Commercial Driver's License within one year of hire date.

  • Must have strong writing, speaking and listening skills.

  • Must have strong leadership, supervisory, organization, team-building and innovation skills.

  • Demonstrated knowledge of 

    • Office procedures, methods and equipment including computers and software applications to maintain records and prepare reports.

  • Demonstrated ability to

    • Establish and maintain effective working relationships with city staff, outside agencies and the public.

    • Find solutions and resolve customer complaints and decide on best course of action to resolve problems encountered in the field.

    • Plan, organize and conduct a number of on-going maintenance projects.

    • Read and review maps, drawings and plans

    • Follow instructions and prepare such instructions for others as necessary.

Desired Qualifications

  • Bachelors degree from an accredited university or college.

  • Valid Class "A" Commercial Driver's License.

  • Experience in leadership, operation, maintenance or repair of municipal and public utilities.

  • Experience using asset management software, specifically ArcGIS and Cartegraph.

  • Five years of supervisory experience.

  • Completion of Public Works certificate or equivalent.

  • Class S-B Wastewater Certificate.

  • Class B Water Operator Certificate. 

  • Demonstrated knowledge of 

    • Uses and limitations of various heavy equipment and tools used in construction and maintenance.

    • Safety regulations and the proper use of personal protective equipment.

Physical Requirements

  • Physical Activities usually required to perform the job include standing, sitting, walking, lifting, pushing/pulling, carrying, climbing, kneeling (bending leg at knee and resting on knee), reaching (extending hands and arms in any direction), handling objects (grasping, turning or otherwise using hands or hand), repetitive hand motion, use of arm muscles over extended periods, use of leg muscles over extended periods, overhead work (over shoulder height) and stationary desk or bench work with next bent forward. 

  • The employee must be able to lift and/or carry items weighing from 0 to 50 pounds. Items lifted and/or carried include items such as valve bodies and repair clamps.

  • This job requires working indoors and outdoors in various weather conditions; operating forklifts, machinery or vehicles; supervising other employees; working with chemicals; working near fumes/vapors; and driving city or personal vehicles to perform work functions.
