About the Role

COE is seeking, for immediate hire, a Human Capital Consultant to provide consultation to our federal client. This is primarily a hybrid work assignment, with occasional travel to local client site(s) within the Washington DC/Baltimore Metropolitan area.

Responsibilities

The candidate should apply with proven experience to execute the following:

  • Provide advanced data driven strategic workforce analysis and planning for effective acquisition, maintenance, and retention to meet current and future needs of an agency consistent with Office of Personnel Management requirements.
  • Competency Modeling.
  • Analyze organizational requirements, changes, and trends.
  • Support strategic goals such as employee engagement, DEIA, and closing skill gaps.
  • Conduct facilitated sessions, interviews, focus groups and collect data related to gaps in skills, talent supply and demand, and trends in the composition of the current workforce.
  • Develop position specific technical competencies and desired levels.
  • Conduct agencywide group level assessments.
  • Develop training and developmental plans.
  • Review position criticality and make recommendations to deliver strategic value through talent.
  • Review core leadership competency model, operational definitions, desired proficiency levels, and grade benchmarks.
  • Have a broader organizational effectiveness orientation of which workforce planning is a critical component.
  • Project Management qualifications and experience on federal contracts is a plus.
Experience and Skills:
  • Must have prior experience working with the federal government. Candidates without federal government experience will not be considered.
  • Bachelor’s degree in a directly related HR field with a minimum of three (3) plus years of work experience.
  • Knowledge of the management of overall federal HR departmental functions.
  • Project Management experience is preferred.
  • Expertise in competency modeling.
  • Expertise in strategic workforce planning.
  • History of working with a large organization.
  • History of ethical and value-based performance.
  • US citizenship is required.
  • Ability to obtain, or already holds, an active Public Trust clearance.
  • Willing to work in a hybrid environment as described above.

Targeted Salary Range: $105k - $120k
