Supported Living is a long-term care, community residential service funded by the state Department of Social and Human Services, Developmental Disabilities Administration through Medicaid Home and Community Based Services. The objective of this program is to ensure adults with IDD live an inclusive, self-directed life in the community of their choosing. Our program participants are adults with IDD who live in their own homes. The Arc delivers self-directed advocacy and assistance with personal care, medical support, financial management, and community inclusion.

 Position DescriptionThe Director of Supported Living is a full time, exempt, senior leadership position that leads all aspects of the Supported Living services of The Arc of King County. This position serves on the Agency Leadership Team working with other senior leaders to develop and direct activities for the organization and facilitating meaningful and relevant engagement among the communities served by The Arc of King County.

 Job SummaryThe Director of Supported Living ensures that all Supported Living operations are performed in a manner that prioritizes health, safety, independence, choice, and quality of services to participants. They maximize efficiency, productivity, and a harmonious working environment. The Director of Supported Living provides programmatic vision, supervision and support to the organization as a whole while specifically leading the Supported Living Program in ensuring all contract terms are met.
 Essential Functions
Effectively leads and manages all aspects of the Supported Living Department to meet the organization’s mission and goals including oversight of daily operations, planning, quality control, and use of department resources in the following ways:
Contract Management
  • Has a comprehensive understanding of all WACs and other regulations governing Supported Living, including our imbedded Representative Payee services.
  • Responsible for representing the program as a whole with DSHS, responding to appeals and guides organization’s annual two-year certification process.
  • Responsible for representing the representative payee portion of our work with the Social Security Administration including any audits, appeals, or certification processes.
  • Creates standard operating procedures and develops tracking and reporting processes and tools, including information flow, to ensure compliance with contractual obligations.
    • Ensures that all manner of documentation is completed in the provision of services and the efficient functioning of the department.
  • Leads the department in any contract internal or external audits, evaluations, and any corrective action as needed.
    • Remains current on policy changes and updates to ensure program compliance.
  • Responsible for overseeing the department’s document retention program per audit and state guidelines and The Arc’s document retention policy.
Budget and Finances
  • Responsible for developing and overseeing the department budget in partnership with The Arc of King County’s Executive Director and Finance Team annually.
    • Adjust program activities, staffing, etc. based on budget as needed.
    • Monitor and approve expenditures to align with budget.
  • Actively participate in rate setting and contract negotiations.
  • Maintains a deep knowledge of the interplay between rate setting and participant service need. Monitors both to ensure they stay in line with each other.
  • Ensures Cost of Care Adjustments (COCAs) and Add-On Hours are submitted in a timely manner as needed.
  • Responsible for oversight of the Representative Payee Program to ensure participant’s personal budgets meet their needs and are adjusted as appropriate.
  • Collaborates with Finance Team on RARs and other Arc-paid participant expenses to manage department expenses and maintain participant accounts.
Staffing
  • Responsible for the hiring, supervision, corrective action and evaluation of direct reports.
  • Responsible for motivating, leading, setting objectives, and managing performance of direct reports, including professional conflict resolution.
  • Works with Supported Living Assistant Director to ensure department’s staffing needs are met and in line with both participant and budgetary needs.
    • Ensures program staff are hired, trained, and evaluated to meet program contract obligations.
    • Identifies gaps in training for staff and ensures the development of training to address identified needs for participant care.
  • Has in depth knowledge of the scheduling platform to create schedules and run reports.
  • Supports on-call staff with the emergency cell rotation as needed.
Participant Care
  • Is personally acquainted with each individual receiving services and understands their service needs.
  • Acts as the point person for all Residential Care Services (RCS) investigations, ensures implementation of corrective actions, develops responses to investigations.
  • Ensures plans are created for participants, including Positive Behavior Support Plans, Individual Financial Plans, Individual Service Plans, etc.
  • Monitors participants with significant or emerging medical and/or behavioral needs to ensure they are being served to meet or exceed their needs.
  • Makes the decision when medical and/or behavioral needs are too advanced to best be served by our program.
  • Oversees new participant referral and onboarding process.
  • Has in-depth knowledge of the Therap database specific to MARs, tracking appointments, current medications, and medical history for participants.
    • Reviews all participant incident reports (GERs) to ensure documentation is completed.
    • Monitors and audits documentation for participants (consents, understanding rep payee services, program participant rights, etc.) to ensure audit compliance and quality participant care.
  • Works with Human Resources and the Supported Living leadership team to respond to all complaints in a timely and comprehensive manner.
Other Responsibilities
  • Continually evaluates program performance and participation outcomes, developing and implementing plans for improvement across the department.
  • Participates in state and local planning to provide input where agency programs are impacted (i.e.: CRSA, The Arc leadership team)
  • Knowledgeable about developments and trends in government policies and procedures.
  • Integrate anti-racism principles and cultural competence throughout scope of work.
  • Maintains an updated/current Outlook calendar.
  • Monitors results of Safety Checks at program participants’ homes quarterly
  • Tracks and submits COCAs and Add-Ons in consultation with the Finance Department
  • Oversees the implementation of new modules in Therap and ensures that the corresponding Therap training is provided for staff; Works directly with Therap Support to ensure the system is best utilized.
  • Works with The Arc’s Executive Director and Director of Public Policy and Civic Engagement to enhance The Arc’s work on topics that promote and protect Supported Living Services specifically, and issues impacting Supporting Living participants and staff.

 Qualifications Education
Preferred bachelor’s degree in social work or related field from a recognized, accredited college or university. Relevant experience may substitute for education.
Minimum Qualifications
  • Minimum 1 years of experience in providing direct care to individuals with developmental disabilities.
  • 5 years of increasing management and supervisory experience coordinating programs for people with IDD.
  • Experience in team building and working in a team environment.
  • Experience with project management.
  • Superior written, spoken, and interpersonal skills.
  • Excellent organizational skills.
  • Demonstrated ability to analyze contract requirements including policies and WACs to develop detailed plans for implementation.
  • Ability to work with confidential information in a case management database to input, track, analyze and report on data relevant to outcomes for county contract management and annual reporting.
  • Demonstrated ability to work effectively with individuals of diverse economic, ethnic, language and social backgrounds.
  • Demonstrated ability to navigate a variety of social systems including medical, public housing, public transportation, social security, Medicaid, and legal system in a care provider and advocacy role.
  • Ability to work in MS Office Suite and Washington State Security Communication system.

 Physical and Other Requirements
  • Health sufficient to meet the demands of the position.
  • Ability to pass a criminal background check.

  • Ability to travel anywhere in King County as needed (if driving, must have a WA driver’s license and car insurance; if not driving, ability to be punctual when traveling anywhere in King County)

  • The Supported Living department delivers services 24 hours a day, 365 days a year. While The Arc’s office hours typically occur between 8:30-4:30 Monday-Friday this position requires availability evenings and weekends as the program needs.

  • This is a full time supervisory exempt position.
