GENERAL DESCRIPTION
Performs advanced (senior-level) project management work. Work involves providing planning, oversight, high-level expertise, and coordination for multiple design and/or advanced/complex building construction projects and maintenance of facilities; and requires contact with governmental officials, consultants, contractors and private entities. Construction projects consist of new construction at the agency’s secure correctional facilities and repairs and renovations to such facilities, including projects to ensure public safety. Reports to the Director of Construction & Engineering and works in close partnership with the construction and energy architect/engineer, facility administrators, facility business coordinators, and construction contracting team.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Requires extensive travel, work in excess of 40 hours per work week, and be on-call.
ESSENTIAL FUNCTIONS
Directs, coordinates, and evaluates multiple construction projects and activities concurrently including change requests, change orders, submittal review, and requests for information, using accepted project management methodologies. (10%)
Develops and schedules project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. (5%)
Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections; reviews and recommends proposals and bids to program management; and assists with capital budget estimates and gathers data for Legislative Appropriations Requests. (5%)
Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. (5%)
Develops and implements plans to communicate to and coordinate with facility administrators regarding construction processes, including schedules, conflicts, and other activities impacting facility operations; assigns and evaluates the work of field staff including maintenance, electrician, HVAC and contractors. (5%)
Develops criteria for evaluating construction projects and proposals and other pertinent information relating to construction projects; compiles and coordinates the distribution of project information and status reports. (5%)
Collaborates and consults with the construction and energy engineer for technical engineering expertise. (5%)
Coordinates, monitors, and verifies compliance with applicable codes, statutes, regulations, and internal and external requirements. (5%))
Monitors and manages project cost to ensure project completion within budget; compiles and distributes project budget expenditure reports; and informs program management of unanticipated facility construction related budget needs. (15%)
Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. (10%)
Identifies potential risks and challenges, and designs and develops strategies for mitigation. (5%)

Prepares management, operational, and productivity reports, including special projects and non-routine reports; and provides relevant information to program management regarding status of construction projects. (10%)
Compiles and distributed construction project information, project status reports and project budget expenditures; and assists in developing project budgets, schedules, work plans, resource requirements, and cost estimates and projections. (10%)
Assists in assessing and demonstrating the need for and feasibility of new construction projects, major repairs, and other capital budget projects; and stimulates interest in and commitment for projects. (5%)
Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazar ds and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s degree. Eight (8) years of full-time wage earning experience in construction, building repair and renovation, architectural or engineer design, or related field, with three years of wage-earning construction project management experience.
Preferred:
- Bachelor’s degree with major course work in business, public, or construction administration, architecture, engineering, industrial engineering, or related field.
- Certification in any relevant construction trade program.
- Working knowledge of project management principles.
Experience and Education Substitutions:
- One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
- Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
- Completed course hours of graduate study may substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
