Summary of Job Description

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations, planning, and implementation for the Department’s Bond Finance Division, overseeing the issuance of single family bonds and notes, and managing the Department’s mortgage banking activities. Work is highly quantitative and requires evaluating, monitoring, and overseeing structured finance activities on a daily basis. Work involves establishing, formulating and executing recommendations on debt, investment, and derivative policies. Responsible for management of the Department’s debt and investment portfolios. Responsible for the overall financial strength of the trust indentures. Performs and/or oversees research, investment planning and strategy, and risk management related to management of the Department’s financing structures and indentures. Monitors the economy, interest rate trends, and the status of proposed regulatory, statutory, and other changes related to the markets and the mortgage industry (including mortgage-backed securities), for potential impact on the Department’s debt and asset portfolios and financing strategies. Responsible for the supervision, strategic direction, and oversight of Single Family Bond Finance and the Texas Homeownership Division. Plans, assigns, and/or supervises the work of others. Reports to the Executive Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
