WHAT YOU WILL DO

As a part of the division’s State Implementation Plan (SIP) Team in the Air Quality Planning Section, our Planner III will play a key role in achieving TCEQ’s mission. You would use your skills and experience to:

• Participate in critical and complex planning activities for air quality SIPs and regulations, in response to federal or state requirements and agency initiatives.
• Coordinate the gathering and organization of research data from other agencies or organizations. Coordinate complex project plan development, schedules tasks, and conduct and/or participate in public hearings/technical meetings involving stakeholder groups.
• Conduct complex research, analyze, and prepare summaries, develop SIP submittals, and evaluate existing TCEQ air quality program activities contained in SIPs.
• Manage, organize, and implement complex special assignments in preparation for or support of specific projects, which involves evaluating engineering data; completing or coordinating research and analysis of issues; preparation of required reports and recommendation; and presentation of report and recommendation to agency management and other interested parties.
• Represent the agency at various meetings regarding air quality regulations, policies, or procedure as the relate to the SIP development process.

MINIMUM QUALIFICATIONS

• A bachelor’s degree from an accredited college or university, plus two years of fulltime experience in planning, research, program analysis, or program management.*
• A graduate degree from an accredited college or university, with a major in planning, economics, business or public administration, political science, environmental management, environmental science, or a closely related field may substitute for one year of experience.

• Program management is work where primary duties consist of planning, organizing, administering, and coordinating and/or overseeing projects related to a program of an organization.

PREFERRED QUALIFICATIONS

• Experience conducting research or studies and/or developing written documents on regulatory issues related to environmental activities.
• Experience interpreting or implementing rules, regulations, policies and/or processes related to air pollution or issues.
• Experience planning, coordinating or overseeing projects and/or activities related to air pollution or issues.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Planner III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Planner III series.
