TITLE: Policy Manager

REPORTS TO: Director of Community Organizing, Policy, and Planning

STATUS: Regular, Full-Time, Exempt

LOCATION: 210 Golden Gate Ave, San Francisco, CA

WAGE RANGE: $85,900 - $96,000/year

SUMMARY

Under the direct supervision of the Director of Community Organizing, Policy, and Planning, and in collaboration with the Chief Executive Officer, the Policy Manager is responsible for leading and executing TNDC’s policy agenda.  The Policy Manager will focus on policy work related to issues that affect TNDC’s organizational sustainability and align with community priorities: Permanent Supportive Housing funding and programming (including policy development supporting PSH and affordable housing tenant stability); investment strategy for improving Single Room Occupancy hotel stock, and policy and funding supporting ongoing investment in the Tenderloin neighborhood.ESSENTIAL DUTIES

• Lead and set TNDC’s Policy agenda in collaboration with key TNDC staff members and the CEO.
• Track, research and provide analysis on active or anticipated legislation at the City level primarily, but also at the State and Federal level, that impacts TNDC and/or the constituents that TNDC serves.
• Draft legislation or policy position papers that address TNDC operational and organizational sustainability concerns, either independently or in collaboration with allies.
• Engage regularly with partners, stakeholders, elected officials and government staff to assess the risks and benefits of policy opportunities and to anticipate potential policy opportunities.
• Engage with Community Organizing Department on policy priorities of TNDC tenants and Tenderloin residents to align and inform policy and organizing work.
• Engage in advocacy, education, organizing, and other activities on a local, State, and occasionally Federal level in service of advancing TNDC’s policy agenda and Theory of Change.
• Develop new and maintain positive working relationships with community-based organizations, relevant local and state policy makers, and other local and state policy stakeholders.
• Participate in ongoing strategic discussions within TNDC.
• Monitor, represent TNDC as an organization, and actively participate in relevant community meetings.
• Perform other duties as assigned.

REQUIRED SKILLS

• Proficiency in public policy analysis and development
• Ability to work on multiple projects in a fast-paced environment
• Demonstrated ability to prioritize and address the needs of San Francisco Permament Supportive Housing providers and tenants
• Excellent interpersonal skills including verbal and written communication, public speaking, and conflict mediation
• Ability to work independently and within a team structure
• Proficiency in Microsoft Office

Qualifications

MINIMUM QUALIFICATIONS

• One to three years of experience with policy work.
• One to three years of experience working in a community setting.
• Bachelor’s degree in Public Policy, Urban Planning or related field OR 4 years of experience including lived experience with policy analysis, policy development, or coalition-based policy work in lieu of a four-year degree.

PREFERRED QUALIFICATIONS

• Bilingual in English and at least one of the following languages: Spanish, Vietnamese, Tagalog, Arabic, Mandarin, Cantonese.
• Familiarity with Permanent Supportive Housing provision.
