This position will be based in Reston, VA.

Responsibilities:

A successful candidate will work with others on program security team to provide for all aspects of security to include but not limited to the following:

The Contractor shall develop and sustain the policy and guidance for the JWICS Connection Approval Program (JCAP) and provide support the management and maintenance of JCAP Security Documentation and the data assets associated with risk at each connection. This support requires personnel with the requisite knowledge, technical skills, and background in relevant Intelligence Community (IC) policies.

• Coordination between the connection owner and organizational entities are required to obtain documentation to support connection approval.
• Articulation of enclave risk level based on level of maturity of cyber security capabilities for a variety of audiences (e.g., executive level, computer network defense staff, etc.).
• Maintenance of up-to-date JCAP and subscriber assessment packages by validating security levels of maturity.
• Review of key bodies of evidence provided by the subscribers to include analysis of architecture and cybersecurity hygiene deficiencies.
• Utilization automated tools as provided by the C&S Division in support of JCAP data collection, aggregation, and management of over 300 or more Authority to Connect (ATC) requests for the JWICS Wide Area Network (WAN).
• Identification of potential process efficiencies within the workflow of JCAP.
• Support management and maintenance of JCAP Security Documentation to include JCAP program baseline that defines the backside enclave(s) to each JWICS node.
• Comprehensive customer support for potential and existing JWICS connection approval requests.
• Development of a Continuous Monitoring (CONMON) Plan to support the JCAP to include initiating the automation of certain artifacts for risk determination and compliance verification into a drill-down and managed dashboard of JWICSs connections.
• Understanding of all Intelligence Community policies and Directives (e.g., Intelligence Community Directive (ICD) ICD 503, ICD 502, etc.) as applicable to JCAP assessments.
• Document all open findings in a Plan of Action and Milestones (POA&M), coordinating the completion dates with customer.
• Conduct monthly reviews of all open POA&M findings, coordinating actions and status updates with the proper point of contact.
• Identify and integrate key DoD and IC requirements for compliance for program document non- compliance in a POA&M.

Qualifications:

• Current TS/SCI w/CI Poly security clearance
• Bachelor’s Degree and 8 years’ experience or the equivalent combination of education, professional training, or work experience
• IAT LVL III Workforce Certification required
• Ability to independently assess, understand, and interpret incoming requirements to the Division and coordinate with various offices to resolve conflicting information (including technical and non-technical information)
• Experience using Xacta 360 highly desired
