Technical and Management Resources is Hiring a Website Development and Management (Level 4) Near Springfield, VA

Overview

  • The Contractor shall provide web development, graphics design, to include marketing and branding products, and SharePoint design and maintenance to the TCF Division.

Responsibilities

Specifically, the Contractor shall:

  • Administer, maintain, develop, and implement improvements to TCF’s SharePoint 2013 sites and sub sites on NGANet (COE) and SBU.
  • Maintain and augment web sites to include daily updates to application functionality in support of requests from TCF.
  • Perform SharePoint Site Collection Services including, but not limited to:
  • Creating and configuring new site collections
  • Setting permissions of site collections, in accordance with the TCF SharePoint Security Model
  • Assess and recommend improvements to and deliver an updated version of the TCF SharePoint Security Model (CDRL D013).
  • Create and modify site templates, to include the development of TCF Style Sheets.
  • Monitor SharePoint sizing and usage limitations, to include developing and implementing solutions to avoid sizing threshold breaches and site performance problems.
  • Perform SharePoint Central Administration Services, which are not restricted to CIO-T’s Enterprise IT User Facing Services system administration farm team, that are necessary for the support and security of TCF sites.
  • Perform liaison activities with CIO-T’s Enterprise IT User Facing Services system administration farm team to include, but not limited to:
  • Problem identification, diagnosis and root cause analysis, and resolution
  • Coordination and scheduling of TCF SharePoint upgrades and site transitions, to include site data migrations
  • Other functions, features, settings, and site security affecting TCF sites that may be restricted to the system administration farm team
  • Perform SharePoint Site Administrative Services to include, but not limited to:
  • Creating and managing web parts
  • Designing and organizing the content and layout of TCF sites and sub-sites to meet TCF mission requirements
  • Creating and managing workflows and forms to support TCF business process improvements
  • Developing workflow user guide documentation
  • Managing user permissions and account requests in accordance with the TCF SharePoint Security Model and other 3rd party applications
  • Supporting the integration of embedded webparts of Tableau dashboards and other 3rd party applications
  • Responding to site-specific questions from TCF user base and provide front-line support for technical issues and problem identification, diagnosis, and resolution
  • Perform SharePoint Content Management Services including, but not limited to:
  • Maintaining, assessing, developing, and implementing approved recommended improvements to the TCF SharePoint Managed Metadata Term Store (also referred to as the “TCF Taxonomy”)
  • Developing and implementing a script to routinely export TCF Metadata Term Store to an MS Excel file
  • Publishing content and metadata tagging
  • Managing SharePoint lists, libraries, calendars, blogs, WIKIS, and web pages
  • Managing permissions for SharePoint securable objects in accordance with the TCF SharePoint Security Model
  • Perform SharePoint Records Management Services including, but not limited to:
  • Developing SharePoint data migration strategies and leading data migration services
  • Disposing of data through archiving or deletion
  • Perform SharePoint Configuration Management and Governance Services such as, but not limited to:
  • Support the TCF SharePoint Steering Committee meetings
  • Assist in the development and updates of TCF SharePoint policies and procedures
  • Provide informational SharePoint Brown Bag session for the TCF Division every other month.
  • Develop a Bi-monthly Work Plan to include schedule, performance status, and projection of work into next 60 days to be reviewed by the TCF Government SharePoint lead.
  • Support the TCF Division’s JIRA Kanban process and weekly meeting, to include SharePoint project inputs and status updates.
  • Provide Activity reports to support the bi-weekly TCF WAR.
  • Attend weekly tag up meetings with TCF SharePoint Government Lead.
  • Maintain configuration control of site collection and inventory of site collection assets.
  • Maintain a script library.
  • Maintain a workflow library.
  • Configure sites to approved specific user requirements.
  • Update current information on the TCF’s web pages, to include troubleshooting and error resolution and incorporate changes on the website as prioritized by the TCF Government SharePoint Lead.
  • Manage and coordinate site collection changes and problem resolution through the TCF SharePoint User Request process.
  • Coordinate and develop testing of automated processes and workflows with the CIO-TCF Government SharePoint Lead.
  • Develop and implement improvements to the TCF SharePoint 2013 web presence on NGANet (COE) and SBU to include, but not limited to:
  • Developing and implementing automated Nintex workflow and form to support submission, review and approval, and status tracking and reporting to completion of TCF SharePoint User Requests for new features, functions, and problem resolution.
  • Developing and maintaining a TCF SharePoint User Request User Guide document to support execution of the associated workflow .
  • Developing and implementing automated Nintex workflow and form to support submission, review and approval, and status tracking and reporting to final disposition of the CIO-T Financial Review Board’s Unfunded Requirements (UFR) Process.
  • Developing and maintaining the Unfunded Requirements (UFR) Process User Guide document to support execution of associated workflow.
  • Developing and implementing SharePoint automated records management solution that leverages metadata tagging, workflows, and scripting to create a TCF records repository that supports the TCF File plan and records schedule, to include auto-retention and deletion.
  • Developing and maintaining TCF SharePoint Records Management User Guide document to support execution of associated automated SharePoint solution.
  • Developing and implementing SharePoint automated solution for the TCF Expected Accomplishments (EA) business process which requires fiscal year update and development of EAs with stakeholders, coordination and approval of EAs with oversight, and subsequent reporting of EA progress and satisfaction to oversight.
  • Developing and maintaining TCF SharePoint Expected Accomplishment (EA) User Guide document to support execution of associated automated SharePoint solution.

Qualifications

  • Advance experience working with SharePoint 2013
  • Advance experience working with SharePoint 2013 Metadata Term Store
  • Advance experience working with SharePoint 2013 Central Administration
  • Advance experience working with Nintex workflows and forms
  • Intermediate experience using the SharePoint Designer application
  • Intermediate experience with Adobe Creative Cloud 2018
  • Intermediate experience with InfoPath applications
  • Intermediate experience with Tableau applications
  • Intermediate experience with HTML, XML, JAVA, and PowerShell applications

EDUCATION & CERTIFICATION: 

  • REQUIRED: HS Diploma and 12 years of experience; Associates Degree and 10 years of experience; Bachelor’s degree and 8 years of experience; Master’s degree and 6 years of experience; PhD and 4 years of experience
  • DESIRED: SharePoint Certification.

SECURITY CLEARANCE: 

  • Must have an active TS/SCI Security Clearance
