General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:

The Senior Compliance Manager will provide comprehensive operational oversight of the Office of

Portfolio Management’s Compliance departments and newly formed Special Projects department.

Primary focus areas include, but are not limited to, ensuring DCA meets all federal compliance reporting

requirements, formalizing and improving internal processes to ensure timely and accurate work from all

team members, quality review of compliance inspections, audits, resident concerns, reporting, project

concept changes, management changes, and troubled property processes as needed, representing DCA

during conferences and partner meetings, directly managing at least 3 staff members, and managing

vendor and jurisdictional relationships. The Special Projects Manager provides direct support to the

Office Director and Assistant Office Director and will work to improve portfolio outcomes. This position will provide the internal quality control of the department processes to ensure adherence to various funding program rules and internal DCA policies. The Senior Compliance Manager will monitor processes to identify potential risk that may lead to exposure for the department with federal regulatory agencies and external partners. Additional tasks include assessing, recommending, and implementing policies and

procedures and directing subordinate staff. This position demands a willingness to stretch and grow –

offering opportunities for leadership, development, and public speaking.

 

MINIMUM ELIGIBILITY REQUIREMENTS

Bachelor's degree in a related field from an accredited college or university AND Two years’ experience

managing staff OR Six years of related professional experience AND Two years managing staff. Note: A

combination of education and experience at agency discretion.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Review of Internal Revenue Service and Treasury Guidance related to the Federal Low-Income

Housing Tax Credit Program including but not limited to the 8823 guide, Private letter rulings, Technical

Advice Memos, IRS Notices, Regulations, and attorney opinion letters and provide technical advice to

staff and customers from this guidance.

2. Oversight of required reporting and forms related to LIHTC and the HOME Partnership Program

including but not limited to 8610 filings and issuance of 8823s.

3. Primary conduit with Internal Revenue Service, Treasury, and office legal counsel regarding legal and

programmatic issues related to the monitoring of multifamily properties funded with Low Income Housing

Tax Credits and/or HOME Partnership funds or other Affordable Housing financing resources.

4. Preparation and implementation of quality control and performance audits of internal procedures and

processes for department compliance with statutory and program requirements of Section 42.

5. Conduit for all audits of DCA Compliance monitoring programs including GHFA audit, HUD audits,

Inspector General Audits, Government Accounting Audits, and Treasury Audits.

6. Oversight of operational processes for affordable multifamily housing including but not limited to rent

increases, utility allowance changes, and casualty losses.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

  • Active HCCP Certification or equivalent
  • Identify complex problems and review related information to develop and evaluate options and implement solutions
  • Work independently to develop work plans and strategies to meet the department’s needs and obligations
  • Prioritize, track, and manage multiple tasks with minimal supervision ensuring effective execution of assigned tasks and projects
  • Respond to inquiries, phone calls, correspondence, and email in a timely and responsive manner
  • Communicate effectively to convey ideas, issues, goals and interface effectively and professionally with department staff, external partners, and agency representatives
  • Review and comprehend technical documents such as federal housing regulations and associated policies and procedures
  • Manage escalation of troubled properties including communicating and tracking deliverables with owners, managers, legal counsel, and elected officials
  • Ability to effectively manage, mentor, and train staff
  • Knowledge of the principles, policies, procedures, and regulations used in auditing and/or compliance work
  • Knowledge of regulations and requirements of the federal housing programs being monitored
  • Knowledge of the IRS 8823 Guide
  • Skilled in using computer databases to maintain records of compliance
  • Ability to consistently and objectively identify project deficiencies and non-compliance with program standards
  • Effective oral and written communication skills

 

PREFERRED KNOWLEDGE AND SKILLS

  • Ability to use available information to develop viable action items in compliance with the agency’s policies, procedures, and regulatory requirements
  • Ability to review, analyze and develop formal written presentations relating to a variety of issues involving portfolio compliance oversight
  • Ability to respond appropriately in challenging situations and serve as a resource to team members and internal/external stakeholders
  • Ability to assess and evaluate internal controls for programs and processes.
  • Ability to present ideas, facts, conclusions, and recommendations clearly, concisely and logically both orally and in writing
  • Ability to develop recommendations on a wide variety of complex management issues relating to portfolio management, compliance and regulatory oversight, tracking, oversight of consultants, and training
  • Ability to maintain a good working relationship with program participants and staff

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/Telework) position.This position is full time (40 hours per week) and may require occasional overtime.Local periodic travel may be required.

PHYSICAL/SENSORY REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
