TARC is Hiring a Vehicle Maintenance Supervisor - Diesel Near LOUISVILLE, KY

This position is on-site. We currently do not offer hybrid or remote work for this role.

GENERAL SUMMARY:

Performs supervisory as well as advanced work in the administration of maintenance operations and projects. Plans, assigns, directs, and evaluates the work of various staff supporting the division, program, or function in the service garage; assures availability of needed parts and equipment; monitors performance and takes corrective action as needed; and contributes to the safe, efficient operation of the TARC fleet through the efforts of the maintenance employees in the service garage. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC’s mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned.

SUPERVISORY RESPONSIBILITIES:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plans, organizes, assigns, and supervises the staff, operations, and activities of repairs and inspections; certifies that completed work conforms to specifications and regulations.
    • Provides oversight by coordinating work activities and coverage for the assigned shift and assigning overtime as required;
    • Enforces departmental policies and procedures.
    • Determines if a coach is capable of operating safely; schedules preventive maintenance, repairs, and unscheduled maintenance; conducts final inspections of work/repairs.
    • Open and close work orders.
    • Manges the stockroom inventory and oversee the ordering and retrieval of parts.
    • Analyzes lost mileage reports to identify abnormalities in fuel consumption.
    • Works with operators to make repairs, determines whether a coach can continue operating, and decides upon a course of action when a coach returns.
    • Diagnoses problems/issues over the radio.
      • Act as the first responder to accidents/injuries/incidents; ensures employees have the proper paperwork to submit and provide or obtain appropriate medical attention for the injured person.
        • Collaborates with the Transportation Department to ensure the required number of buses are available at mark-out.
        • Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as requested; maintains discipline and high standards necessary for the efficient and professional operation of the department.
        • Attends meetings, conferences, workshops, and training sessions, and may represent the Maintenance Department as assigned; works with other government agencies, civic and community organizations, professionals, consultants, committees, and others as needed to accomplish assignments.

MINIMUM EDUCATION AND EXPERIENCE:

  • High school diploma or GED 
  • Three (3) years of hands-on experience in advanced diesel equipment repair or inspection in a transit agency.
  • Possession of, or ability to obtain, a valid Kentucky or Indiana Commercial Class B Driver's License with a passenger and air brakes endorsements within 60 days of hire.

  • Principles and practices of personnel management including supervision, training, and performance evaluation.
  • Organizational and management practices as applied to the analysis and evaluation of inventory programs, policies, and operational needs.
  • Advanced diagnosis, repair, and overhaul of engines, parts, and components; vehicle bodies; and electrical and mechanical systems.
  • Safety rules and regulations and first aid practices.
  • Advanced principles of preventive maintenance and cost control.
  • Mechanic tools and garage equipment/machinery.
  • Various federal, state, and local laws, codes, and regulations relevant to the work performed.
  • Advanced project management principles and concepts.
  • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources.
  • Various methods and techniques to reach mutually agreeable solutions and outcomes.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation.
  • Supervise, coordinate, and oversee complex programmatic activities in maintenance operations. 
  • Use special tools, equipment, and instruments for maintenance operations.
  • Maintain vehicle records.
  • Analyze and resolve complex maintenance and repair problems.
  • Write detailed reports, business correspondence, and procedure manuals.
  • Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner. 
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Research, analyze, and evaluate service delivery methods, procedures, and techniques.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of maintenance operations. 
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Prepare clear and concise administrative and management reports.
  • Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public.
  • Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.

WORKING CONDITIONS:

Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
